The Teaching Abroad for Global Competency Programme(TAGCP) has been in operation in Korea since 2011 to exchange excellent Korean teachers with those teachers from developed countries for the purpose of promoting global competencies. This study aims to evaluate the current status and major outcomes of the programme. On the basis of previous studies and consultation of the experts, the evaluation criteria are set to include five areas such as relevance, efficiency, effectiveness, impact, and substantiality, which are frequently utilized to evaluate the outcomes of ODA programmes in the education sector. A variety of materials are collected and utilized to carry out multifaceted evaluation of the TAGCP. Not only annual programme reports published by the Ministry of Education and Asia-Pacific Center of Education for International Understanding under the auspices of UNESCO, but also school visits and teacher survey data are utilized. We find that the TAGCP brings about positive changes to schools, teachers, and students by strengthening global competencies and mindset. However, there also exist problems hindering effectiveness of the programme. A few recommendations are suggested to improve the TAGCP for better outcomes.

이 연구는 우수교원 해외진출지원과 교원의 글로벌 역량 증진을 위해 2011년도부터 추진되 고 있는 ‘외국학교와의 교사교류 지원사업’의 현황에 대한 검토를 토대로 주요 성과를 분석하 는 데 목적이 있다. 연구 목적을 달성하기 위하여 교육부문 국제교류사업 성과 분석에 관한 국내외 선행연구물과 연구진 간 협의를 토대로 적절성(relevance), 효율성(efficiency), 효과성 (effectiveness), 영향력(impact), 지속가능성(sustainability) 등 5개 분석 항목과 10개 세부 분석 기준을 포함하는 성과 분석틀을 설정하였다. 성과 분석을 위한 자료는 교육부와 유네스코 아 시아태평양 국제이해교육원에서 발간한 각 년도 사업평가결과 보고서, 2014년도 초청교사 배 치학교 방문 및 성과 보고회 참관, 국내 및 국외 참여교사들의 설문조사지 응답 내용 등 문 헌 분석, 방문 및 참관, 설문결과 분석 자료 등을 다각도로 활용하였다. 분석 결과, 외국학교 와의 교사교류 지원사업은 교원 및 학생의 글로벌 역량을 강화시키고 교육현장의 글로벌화라 는 긍정적 변화를 일으키고 있는 것으로 평가할 수 있다. 그러나 사업의 목적 달성도와 파급 력의 관점에서 볼 때, 사업의 성과를 제한하는 다양한 문제점도 발견된 바, 이를 제도적 측면, 사업운영 측면, 대상자 선발, 재정 확보 측면으로 나누어 개선 과제를 제안하였다.
