This study analyzed the factors influencing the FDI inflow of transition countries by dividing them into ‘political’ factors and ‘economic’ factors. To this end, comparison analysis of transition countries and non-transition countries and time-series analysis of transition were conducted, and the results are as below. First, There are some different determinants of FDI inflow between transition countries and non-transition countries. The political impacts, especially political stabilities, on transition countries are major determinants of FDI inflow. As comparison group, early stage of development and developing countries are influenced by both political and economic elements and developed countries are affected by economic. Second, The staple determinants of FDI into transition economies are changed, as time goes by. In the beginning of transition, the public and companies cognition of polity has effect on FDI inflow. In the middle period, main determinants are changed from cognition to actual political stability. In the late, importance of political factor is reduced. The study results indicate that political factors more sensitively influence the FDI inflow of transition countries than that of non- transition countries, and the determinants of the early stage of transition have changed 10 years later.

본 논문에서는 체제전환국의 FDI유입에 영향을 미치는 요인을 ‘정치’와 ‘경제’ 요인으로 나누어 분석하였다. 이를 위해 체제전환국과 비전환국 간의 비교분석과 체제전환 시기별 분석을 진행하였는데, 그 결과를 정리하면 다음과 같다. 첫째, 체제전환국의 FDI유입에 영향을 미치는 요인은 체제전환을 경험하지 않은 국가와 차이가 있다. 체제전환국은 경제적 요인보다 정치적 요인들이 FDI유입의 주요결정요인이며, 특히 실질적 정치의 안정성이 FDI유입에 중요한 요인임을 확인하였다. 비교집단인 개발도상국․개발초기국가는 정치․경제적 요인의 영향을 모두 받으며, 선진국은 경제적 요인의 영향을 받는 것으로 나타났다. 둘째, 체제전환국은 시기별로 FDI유입에 영향을 미치는 요인은 다르게 나타났다. 체제전환 초기에는 정치에 대한 기업 및 국민의 ‘인식’이 FDI유입에 영향을 미쳤으나, 중기에는 ‘실질적 정치안정성’으로 변화하였으며, 후기에는 정치요인의 중요성이 감소하였다. 이상의 결과는 체제전환국은 비전환국보다 정치적 요인이 FDI유입에 민감한 영향을 주며, 체제전환이 발생한 초기와 10년이 흐른 후기의 결정요인이 변화하고 있음을 시사하고 있다.
