This paper is written to evaluate the terrorism possibility of North Korea(NK) to SouthKorea(SK) that is keep on doing and stopping the terrorism by various ways and tosuggest plans for strengthening the confrontational capacity of Korea National Police. Possibility of NK's terrorism to South Korea is evaluated to be high by analysis basedon North Korea's the situation, terrorism aspects and terrorism capacity of NK. In orderwords, Workers' Party of Korea rule which is high rank than the constitution is sayingthat their final goal is to become unification under communism. Not giving up the planwhich is terrorism to South Korea as being one of the ways to achieve their goal whichwas decided it at Workers' Party of Korea general meeting at 1961, continuing the strainsituation between both Koreas, Kim Jong Eun's need of creation of tension for regimeunity and unity inside, diluting the rising mood by opening big scale of internationalevents such as Pyeong-Chang Winter Olympics in 1918, and revenge to the refugeesfrom NK are deducing to make the possibility to terrorism SK higher. The results for evaluating the prediction of terrorism types by the terrorism aspectsNorth Korea did until now and the ways North Korea have, are that terrorism bycommando and fake refugees from North Korea, cyber terrorism, cooperating terrorismwith terrorist countries who supports terrorism like Cuba, CBR terrorism, and terrorismusing drones. For strengthening the police powers, who confronts North Korea's of terrorism, in fieldof variety, suggested plans like ① implantation intelligence network against dangerouspeople like who has advanced leftist ideology, and uplifting the capacity of intelligenceand investigation skills against terrorist groups, ② improving the planning andcoordination skills for maximizing the ability for counter-terrorism, and expansion ofprimary action department and suppression unit to develop and direct tactics against terrorism, ③ strengthening the capacity for confront quickly and effectively for the cyberterrorism which came up as a new means of terrorism, ④ building intimate cooperatingsystem with foreign and domestic organizations such as Chinese police, NationalIntelligence Service in Korea, and ⑤ seeking for active cooperation with private securitycorporation to supplement the limited police's human and material resources.

이 논문은 다양한 테러수단으로 공격과 중단을 반복하고 있는 북한의 대남테러 가능성을 평가해보고 이에 대응한 경찰의 대테러 역량을 강화하기 위한 방안을 제시하기 위해 수행되었다. 북한의대남테러 가능성은 북한의 정세, 테러양상 그리고 테러 능력 등을 토대로 평가한 결과 높은 것으로 나타났다. 즉 헌법보다 상위규범인 조선로동당 규약에서 적화통일을 최종적 목표로 삼고 있는북한은 1961년 노동당 대회에서 이 목표달성을 위한 핵심적 수단의 하나로서 대남 테러노선을 결정한 이후 포기하지 않고 있으며, 남북한 정부당국간 경색국면 지속, 김정은의 체제결속과 내부단결을 위한 긴장조성 필요성, 평창 동계올림픽을 앞두고 국제 대규모 행사개최에 따른 상승분위기희석 그리고 탈북 귀순자에 대한 보복 등을 위해 남한을 대상으로 테러할 가능성이 높다고 추론하였다. 그리고 지금까지 북한이 자행한 테러형태와 보유한 수단 등을 가지고 예상되는 테러 유형을 평가한 결과, 특수공작요원과 위장탈북자 등에 의한 테러, 사이버 테러, 국제테러조직 및 쿠바와 같은테러 지원국가와의 협력테러, 화생방 테러, 그리고 무인기를 이용한 테러 등으로 분석되었다. 이에 따라 북한의 테러에 대하여 넓은 분야에 걸쳐 다양한 대응임무를 수행해야 하는 경찰의 대테러 능력 강화를 위해 ① 급진 좌경이념 소지자와 같은 취약인물 대상 정보망 심층부식 및 테러유형별 수사기법 전문화 등의 테러 예방정보 및 수사능력 제고, ② 경찰의 테러대응능력 극대화를위한 기획ㆍ조정기능 향상 및 대응전술 개발과 지도를 위한 테러대응 주무부서와 진압부대의 확충,③ 새로운 테러공격 수단으로 등장한 사이버테러에 신속하고 효과적으로 대응하기 위한 역량 강화,④ 중국 공안부ㆍ일본 경찰ㆍ국가정보원ㆍ검찰 등 국내외 유관기관과의 긴밀한 협조체제 구축, 그리고 ⑤ 제한된 경찰의 인적ㆍ물적 자원을 보완하기 위한 민간경비업체와의 적극적인 협력모색 방안 등을 제시하였다.
