Mainly public hospital in Japan with the local authorities and the operation have plays a role as a base hospital in the area. However, outdated facilities Tuesday, declining population, is facing a crisis of management because of low profitability. And build a new hospital in order to solve the problems of the public hospitals. This study analyzed proposal of won competition new public hospital and Public advertisement type proposal system in Japan. The purpose of the study is to identify the architectural features of the new public hospital. The results are as follows; Designs for new public hospital is a disaster, acute altitude, the representation of space and functionality of the Emergency had been strengthened. Especially, the expansion of the functional space available in conjunction with the relevant sector to cope with emergency and disaster care has been strengthened. Public advertisement type proposal system has a positive effect on reducing the cost and time burden on the designer. However, to minimize the expression of the complex characteristics of the hospital building and in the competition has a limit. Therefore major sectors of the hospital building should allow designers to express the intentions abundantly.

지방자치단체, 공공기관 등이 운영을 하고 있는 일본의 공립병원들은 지역의 거점병원으로서 역할을 하고 있다. 그러나 공립병원들은 시설노후화, 인구감소, 낮은 수익성 때문에 경영상의 위기를 맞이하고 있다. 이러한 공립병원의 문제점을 해결하기 위하여 각 지자체들은 신규 병원을 조성하고 있다. 이에 따라 본 연구의 목적은 일본의 공모형제안방식과 신규 공립병원의 공모 당선 안을 분석하여, 지역에서 거점적 역할을 하게 될 공립병원들의 건축적 특징을 파악하는 것에 있다. 연구결과, 공공성이 요구되는 신규 공립병원에서는 재해, 고도 급성기, 응급의료 등 정책의료와 관련된 공간과 기능의 표현이 강조되어 있었다. 특히, 응급과 재해의료에 대응하기 위한 기능적 공간 확보와 관련 연계부문의 확충이 강화되었다. 또한 공모형 제안방식은 설계자의 비용과 시간적 부담을 줄여주는 긍정적 효과가 있지만, 단순하지 않은 병원건축의 특성과 경쟁구도 속에서의 표현의 최소화는 한계가 있으므로, 주요 항목들은 설계자가 충분하게 의도를 표현할 수 있도록 할 필요가 있다.
