Our inspection team consisting of seven members(Team leader was Lee eon dam) set off for Madrid in spain on march 4, 2015 and came back to korea nine days later. The main purpose of this inspection was 'A study on the treatment program for Drug addicted inmates'. This report was a first impression about correctional facility of spain seen by a doctor. So I focused on people-oriented building design, the color considering the person's feelings, dress code of employee and inmates, organizational culture respecting for openness and diversity, utilization of rich human resources. Spanish inmates were respected better than expected and well supported by national finance. Preconditions were met in order to reach the level of spanish treatment of drug addicted inmates. They are following. First, firm will of the authorities for reforming a criminal, Second, supporting by national finance Third, opened personnel system for letting in competent high-quality human. Fourth, consciousness of human rights and feelings of law of general public.

법무부 해외시찰단은 청주 여자교도소장(이언담)을 단장으로 총 7명으로 구성되어 2015년 3월4일부터 3월13일까지 7박10일의 일정으로 ‘중독범죄자 처우 프로그램에 관한 연구’를 목적으로 스페인으로 향했다. 본 참관기는 의사의 시각에서 본 스페인 구금시설의 첫인상이다. 따라서 구체적인 중독범죄자 처우 프로그램이나 세부적인 스페인의 교정행정을 소개하기보다는 우리나라 구금시설과는 다른 분위기의 인간중심의 건물 디자인, 수용자들의 감성을 고려한 건물 내부의 색상, 직원과 수용자들의 옷차림, 개방성과 다양성을 존중하는 그들의 문화, 그리고 중독범죄자 처우를 위한 충분한 인적자원의 활용에 초점을 맞췄다. 스페인에서 수용자의 인권은 예상 했던 것 보다 훨씬 존중 받고 있었고, 중독범죄자 치료에 필요한 인적자원의 활용은 부러운 수준이었다. 우리나라 교정의료에서 스페인과 같은 수준의 중독범죄자의 처우가 이루어지려면 몇 가지 충족되어야 할 전제 조건이 있다. 첫째는 수용자 교화를 위한 교정본부의 확고한 의지, 둘째는 정부의 재정적 뒷받침, 셋째는 다양한 전문 인력이 지원 할 수 있는 열린 인사 시스템, 마지막으로 국민의 인권의식과 법 감정 등이 함께 수반 되어야 한다는 것이다.
