In this study were examined the social implications of support policies for SMEs. Examining Background for the social implications of support policies for SMEs is to find the meaning of support policies for SMEs in the sociological point because it was expressed often negative opinions about the support policies for SMEs in various fields of the social-economic perspective. Method of the study is first to understand what the social implications and the role of SMEs, and then SMEs in Korea and Germany were analyzed comparatively in sociological perspective. I chose Germany as comparative object, because Germany is the country that holds the most Hidden champion enterprises in the world. SMEs is recognized as a being in Germany that is to perform a central role in society, not relative concept of the large and small firms in scale, because its social significance is appreciated. The difficult point in this study was a lack of relevant data, because the research about SMEs in sociological perspective is somewhat lacking. If in spite of this problem, the conclusion of the study were as follows. First, SMEs have a variety of meanings in our society and they play a central role in the social functioning. At the comparison with Germany, a SMEs in Korea were regarded only as a small enterprise in scale, and understood as a providing tool for parts to large companies. In conclusion, although support policies for SMEs can be criticized in various sectors, the policies in social dimension have large contributes to the balanced development of society. The contributes are as follows. First, the support policies for SMEs serve to strengthen the safety net of social infrastructure through supporting of small business in the economy. Second, it can contribute to resolve social polarization through development of SMEs. If the competitiveness of SMEs, ultimately the economy, will be strengthen through support policies for SMEs, will be improved the balance of social classes. Third, support policies for SMEs should contribute to resolve regional disparities through development of local SMEs. When regional SMEs will be fostered through the support policies for SMEs, the problem of local regional disparities can be solved by creating new jobs. Fourth, support policies for SMEs should promote the balanced development of society by thickening of the middle class. Fifth, support policies for SMEs strengthen crisis management capability by thickening the middle class of our society.

이 연구에서는 중소기업 지원정책에 대한 사회적 의미를 살펴보았다. 중소기업 지원정책에 대한 사회적 의미를 살펴본 배경은 사회 각계에서 경제학적 시각에서 중소기업 지원정책에 대한 부정적인 견해를 피력하기 때문에 사회학적인 관점에서 중소기업 지원정책의 의미를 찾고자 한 것이다. 연구의 방법은 먼저 중소기업의 사회적 의미 및 역할이 무엇인지 파악하고, 한국과 독일의 중소기업을 사회학적인 관점에서 비교․분석하였다. 독일을 비교대상으로 선택한 이유는 세계적 강소기업을 가장 많이 보유한 국가가 독일이며, 독일에서의 중소기업은 단순히 대기업과 상대적인 개념인 작은 기업이라는 의미가 아닌 경제사회의 중심적 역할을 수행하는 존재로서 인식되고 있어 그 사회적 의미가 높게 평가되고 있기 때문이다. 연구의 결론은 먼저 중소기업은 사회적으로 다양한 의미와 역할을 지니고 있어 우리 사회의 중심적인 기능을 담당하고 있다. 그리고 독일과의 비교를 보면, 한국은 성장과정에서 중소기업은 작다는 의미의 개념으로 사용하였으며, 대기업의 부품을 공급하기 위한 도구로써만 이해되어 그 역할에 비해서 사회적 인식과 배려가 부족한 반면, 독일의 중소기업은 사회적 중심이라는 용어와 함께 실제적으로 사회적 중심으로서 그 역할을 잘 해나가고 있다는 점에서 큰 차이를 보였다. 결론적으로 중소기업 지원정책은 경제학적인 차원에서는 한계기업 지원이라는 비판 등 다양한 반론이 나올 수 있지만, 사회적인 차원에서는 사회의 균형발전을 위해 기여하는 바가 크다는 것이다.
