Koreatown Youth and Community Center(KYCC) is one of thelargest non-profit organizations of Korean Americans in L.A. areawhich has recognized the importance of “living together with otherethnic groups” and made serious efforts to transform itself into amulticultural organization after the tragic riot which broke out onApril 29, 1992. It changed its name from Korean Youth Center intoKorean Youth and Community Center in 1993 in order to emphasizeits concern and efforts at community service and community building. From an organization devoted to the prevention of youth delinquenciesKYC tried to grow into a multipurpose non-profit organizationoffering social service to the Korean community. Originally found as a unit of AADAP which was established byJapanese Americans deeply concerned with drug problems of theirthird generation, KYC grew rapidly to become an independentorganization. The L.A. riot of 1992 was a tragic event but it providedan opportunity for KYC to expand dramatically in terms of size andbudget. Such rapid expansion was accompanied by “growth pain” and the director who led the expansion and transformation of KYC into acommunity service organization had to leave KYC abruptly. The next director has been successful in sustaining the developmentof the organization and in transforming KYC into a truly multiculturalorganization. It changed its name again in 2005 into Koreatown Youthand Community Center to confirm the success of its multiculturalefforts. KYCC has yet to cope with may problems but it provides aninteresting window to understand multicultural efforts of KoreanAmericans. This study examines the evolution of multicultural efforts of aKorean-American NPO after the L.A. Riot, focusing on its leadership. Instead of concentrating all the resources on helpingKorean-Americans, KYCC has tried to reach out and serve the Blacksand Hispanics within and near he Koreatown in L.A. Its efforts are based on the fact that Korean-Americans have tolive together and cooperate with other ethnic groups. Several otherKorean-American NPO's are also making efforts to serve not onlyKorean- Americans, but also other ethnic groups. Many Korean-American leaders feel it important to make suchmulticultural efforts. However, KYCC and others also face criticismsand discontent from many Korean-Americans who feel that thelimited human and financial resources of the community should befocused on helping those Korean-Americans who are in need. Through a short term fieldwork in L.A., this study tried to find outwhat are important experiences and qualities for growing up ascompetent leaders in multicultural society by offering a life history ofKYC from its birth and independence from AADAP, its growth, and to its successful transformation into a multicultural non-profitorganization serving the people living in and out of Koreatown. Thisstudy experimented with a new method of presentation by showingthe life course of KYCC through the life histories of each key memberof each life stage. It also tried to provide richness by offering the lifehistories of other key peoples.

미국 L.A. 지역의 가장 규모가 큰 재미한인 비영리단체 가운데 하나인 코리아타운청소년 커뮤니티 센터(한인 청소년회관, KYCC)는 1992년 4월 29일 발생한 L.A. 폭동을 계기로 다른 민족집단 및 그러한 단체와의 협력과 상호이해가 필요하다는 사실을 확인하고 다문화적 변신을 위한 노력을 추진해 왔다. 커뮤니티를 강조하기 위 해 1993년 명칭을 Korean Youth Center에서 Korean Youth and CommunityCenter로 바꾸었으며 주로 한인을 대상으로 제공하던 서비스를 다른 민족구성원들에게도 확대하는 한편 청소년 비행 방지라는 전통적인 영역을 넘어 한인 커뮤니티 전체를 대상으로 활동의 다변화를 추구해 왔다. KYC는 3세의 마약 복용 등 청소년 문제로 고통을 받던 일본계 미국인들이 주도한AADAP에 의해 한인 커뮤니 티가가 직면하게 될 청소년 비행에 대응하기 위해AADAP의 일부로 설립되었다가 자생력을 갖추어 독립한 단 체이다. 폭동 이후 한인커뮤니티에 대한 미국 정부와 주류사회의 관심을 받으면서 다문화적 노력을 추진하는 가운데 KYC는 양적으로 급격히 성장하였는데, 그러한 과정에서 상당한 ‘성장통’을 경험하기도 했으며 관장이 갑자기 조직을 떠나는 상황도 발생하였다. 이후 새로운 관장의 지도 하에 KYC는 조직의 안정적이며 지속적인 발전을 도모하는 한편 다문화적 변신을 더 욱 진지하게 추구하여 이사진과 스태프의 구성도 바꾸었으며 활동의 내용도 크게 확대하였다. 2005년에는 코 리아타운의 인적 구성의 변화를반영하는 동시에 ‘한인’이라는 민족의 울타리를 넘어 ‘지역’에 기반을 가진 비 영리단체라는 점을 강조하기 위해 명칭을 다시 Koreatown Youth and CommunityCenter로 바꾸었다. 아직도 여러 가지 과제가 산적해 있지만 KYCC는 재미한인 비영리단체의 다문화적 변신의 노력을 잘 보여주는 흥미 있는 사례이다. 본 연구보고서는 이러한 KYCC의 탄생에서부터 조직으로서의 독립, 급격한 성장과그에 따른 아픔, 그리고 지 속적 발전과 다문화적 변신 노력을 잘 이해하고 보여주기위해 각 시기의 핵심 인물들을 인터뷰하여 개인적인 삶과 조직에서의 활동을 청취하고 이를 생애사적인 방식으로 정리하는 시도를 하였다. 여기에 또한 KYCC에 서 일하고 있는 다른 민족적 배경을 가진 간부 2명을 인터뷰하여 그 내용을 풍부하게 하려 시도하였다. 한편 KYCC와는 조금 다르게 한인 커뮤니티 내의 불평등과 계급 문제에 주목하면서 코리아타운 내에서 저임금 등 으로 고통받고 있는 한인 및 타민족노동자들의 이익을 위해 활동하는 코리아타운노동상담소(KIWA)의 핵심 구 성원과 한미박물관의 전 관장, 교포 언론인, 정계 진출을 희망하고 있고 남가주한인학생회장과주 상원 보좌관 으로 활동한 바 있는 2세 등을 인터뷰하여 KYCC의 모습을 보다 입체적으로 파악하려 노력하였다. 재미한인의 다문화적 노력에 대한 연구는 호스트 사회에서 바라본다면 이민들의적응 노력이며 여기에서 다문 화주의 연구와 재외한인 연구의 접점을 찾을 수 있다. 최근 외국인 노동자의 유입과 정주화 및 결혼이민자의 증가로 한국은 민족적 구성의변화에 직면하고 있으며 다문화주의 붐이라 할 정도로 각종 정책이 추진되고 있으나불행히도 재외한인들의 경험은 이러한 노력에 거 의 참고가 되지 않고 있다. 이러한연구는 한국의 다문화 상황에 대한 대응, 국제이해교육, 그리고 이민국가로 서의 체계적인 정책 수립에 기여할 것으로 기대한다.
