As crimes against convenience stores increase in Korea, the National police Agency initiated the convenience store security certification system in order to prevent crimes in convenience stores in 2013. This system leads stores to improve working environment autonomously and assign a certification mark to a convenience store which gained an accreditation from the police by having secure facilities over a certain level. The system has a considerable significance in crime prevention through cooperative policing since the stores do not depend solely on the public policing but propel self-efforts for their store security, and the police certify the store formally. But, it is quite surprising that few research has been conducted about the convenience store security certification system. So far a couple of researches upon local residents and employees of stores have been conducted, but a research targeting police officers in Korea has not been carried out. So, we conducted a survey study on the police officers in Police Training Institute about the necessity, effectiveness of convenience store security certification system and the adequacy of the assessment criteria to gain the basic data for the improvement. Findings of this research can be summarized as follows. Police officers generally have positive perceptions about the necessity, effectiveness, assessment criteria of the system. However, they are ill-informed about the detailed contents of the system and consider some parts of criteria should be upgraded to respond to the worsening crime targeting the convenience stores. Based on this results, we can provide suggestions for improvement. First, the assessment criteria of the certification requirements need to be improved. And resources need to be allocated appropriately so that particular personnel with proper expertise can be in charge of the certification program. In addition specific measures to reduce the workloads of the officers must be implemented as well. Also, the publicity activities of the system for police officers and store owners have to be reinforced and particular incentives should be offered for store owners to employ and apply for the certification. Finally, opinions and feedback of the convenience store industry must be taken into account in operating the system to revitalize the system.

국내에서 편의점을 대상으로 한 범죄가 증가함에 따라 경찰청에서는 편의점 범죄를 예방하기 위해 2013년 ‘편 의점 방범인증제’를 시행하였다. 편의점 방범인증제는 업체의 자율적인 환경개선을 유도하고 일정한 자격을 갖춘 편의점에 대해 방범시설 우수 인증마크를 부여한다. 이 제도는 범죄로부터의 안전을 경찰 등 국가에만 의존하는 것이 아니라 업체 스스로의 자구노력을 촉진하도 록 하고 경찰청에서 공식적으로 인증하는 방법을 취하고 있어 협력치안을 통한 범죄예방 측면에서 중요한 의 의가 있는 것으로 판단된다. 하지만, 이와 관련하여 국내에서 수행된 연구는 매우 적은 것으로 나타났다. 지역주민과 편의점 직원 등에 대한 조사연구는 일부 수행된 반면, 치안정책의 중요한 참여자인 경찰관들에 대 한 조사연구는 없는 것으로 나타났다. 그리하여 본 연구에서는 향후 효과적인 제도 운영을 위한 기초자료를 확보하기 위해 경찰관들을 대상으로 편의점 방범인증제도의 필요성, 효과성, 평가기준의 적절성 등에 대한 설 문조사를 실시하였다. 분석결과, 경찰관들은 전반적으로 제도의 필요성과 효과성, 평가기준의 적절성 측면에서는 긍정적으로 인식 하고 있지만, 제도의 구체적인 내용에 대한 인지도는 매우 낮은 것으로 나타났고, 심각성이 더해가는 편의점 범죄에 효과적으로 대응하기 위해서 일부 평가기준의 보완이 필요하다고 생각하는 것으로 나타났다. 이를 통 해 평가기준의 개선, 전담경찰관의 확보, 대내외 홍보 강화, 편의점 업계의 참여 활성화 등 편의점 방범인증제 의 개선을 위한 시사점을 도출하였으며 향후 제도의 개선을 위해 체계적으로 반영될 필요가 있다.
