This study was conducted in order to find policy issues related to community making for the safety of residential life based on Korean by‐laws related to the safety of life and Japanese by‐laws for safe and secure village making and ultimately to propose policies for local governments’ safe village making. According to the results of analyses in this study, Korea is operating separately individual by‐laws based on relevant laws and ordinances of the central government and by‐laws related to safe city making as an effort to promote the safety of residential life in consideration of regional characteristics. In life safety activities, however, it is local self‐governing bodies that develop and distribute necessary programs, and residents participate in the programs passively. In Japan, by contrast, residents together with local governments and councils related to village making find and manage pending issues for residential safety of community using information provided by government offices, and they bring their needs to their local government. Moreover, by‐laws for supporting residents’ such activities are increasing gradually in each self‐governing body, and such laws enable comprehensive approaches to risk factors within community such as disasters, accidents, fire, and crimes. Thus, this study presented the need and directions for building residential life safety networks in local governments’ process of policy making for safe villages and residents’ safe life, and proposed strategies for effective operation of residential life safety networks and an operation model. Most of all, this study emphasized the need for local residents and communities to change their perception in building resident‐centered community with secured safety of residential life.

본 연구는 국내의 생활안전 관련 조례와 일본의 안전․안심 마을만들기 조례분석을 통해 주민생활 안전을 위한 지역만들기 정책과제를 발굴하여 지방정부의 향후 안전마을 만들기를 위한 정책방안을 제시하고자 하였다. 분석결과, 국내 경우 중앙정부의 관계 법령에 근거한 분산된 개별 조례와 안전도시만들기 관련 조례를 이원적으로 운영함으로써 지역적 특성을 고려한 주민생활 안전 확보 방안을 강구하고 있다. 그러나 지방자치단체가 필요한 사업을 강구하여 보급하고, 주민이 이에 참여하는 수동적 형태의 생활안전 활동이 이루어지는 것으로 나타나고 있다. 반면, 일본은 지역자치회 및 마을만들기 관련 협의체를 중심으로 주민이 관으로부터 제공되는 정보와 지역사회의 생활안전을 위한 현안 과제를 스스로 발견하여 관리하고, 필요한 사항을 자치단체에 요구하는 형태로 운영 되고 있다. 또한 이를 뒷받침하기 위한 조례가 각 자치단체별로 점차 증가하는 추세 있으며, 특히, 재난‧재해, 화재, 범죄 등 사회 내 위험 요인에 대한 포괄적인 접근이 가능하도록 규정하고 있다. 이에 따라 본 연구에서는 주민생활 안전을 위한 지방정부의 안전마을 만들기 정책수립 과정에서 주민생활 안전네트워크의 구축 필요성과 방향, 효과적인 주민생활 안전네트워크 운영방안을 제시하였다. 무엇보다 주민생활 안전 확보를 위한 주민 중심의 지역만들기를 위해 지역주민과 사회의 인식 개선 필요성을 강조하였다.
