Public integrated case managements have been conducted with the goal of satisfyingdesires, independence and improvement of life of people with risks in local society. However, people with risks still take their own lives in reality. The reason is not lackof proper services but lack of reach of helps to blind spots. Accordingly, the studyaims at exploring meanings of people with risks in local society, which areexperienced by public integrated case managers, and public case management, and howto enhance functions of integrated case management and its manager for people withrisks in local society. For this, by using Giorgi’s phenomenological research method,in-depth interviews and supervision on 9 integrated case managers were conducted, and then data were collected and analyzed through records and diaries on theinterviews and supervision. As a result, the managers changed their own perception onpeople with risks in local society from the ‘subjects under my perception’ to ‘peopleavailable for change’. And for case management, even though it has features of both‘private case management’ and ‘public case management’, there is ‘limit of public casemanagement’ and it seems to be appropriate that public ‘integrated case managementthrough collaboration between private and public sectors’ in order to satisfy variousdesires of people with risks in local society. For strategies to enhance functions ofintegrated case managers, in initial phase, they ‘should be good at befriending withthese people’, and as their jobs are mature, they should ‘enhance their professionalism’,‘prepare prevention and responses on exhaustion’ and ‘strengthen supporting system’. First of all, through changing people with risks, ‘to seek hope in case management’ isan origin to reinforce their functions. Through this, core topic of strategies to enhancefunctions of integrated case managers for people with risks in local society is ‘to havedeep trust for human being and to become friends who progress patiently togethertoward possibilities of changes without giving up. The study has its own significancein aspect of establishment of practical strategies of enhancement of functions ofintegrated case managers.

2008년부터 공공에서 지역사회 위기대상자들에게 맞춤형서비스를 실시하기 위하여 통합사례관리를 실시하였으나 아직도 공공의 통합사례관리와 통합사례관리사의 기능이 정립되지 못하고 있다. 이는 위기대상자를 위한 적절한 서비스를 위해서라도 통합사례관리와 통합사례관리사의 기능을 강화할 필요성을 제기하는 것이다. 따라서 본 연구에서는공공의 통합사례관리사들이 경험하는 사례관리를 통하여, 어떻게 지역사회의 위기 대상자를 위하여 통합사례관리와 통합사례관리사의 기능을 강화할 수 있는지를 탐색해 보았다. 이를 위하여 9명의 통합사례관리사들을 대상으로 심층면담과 수퍼비젼을 통한 녹취록과 일지를 Giorgi의 현상학적 연구방법론을 활용하여 분석하였다. 그 결과 통합사례관리사들은 사례관리 경험을 통하여 지역사회위기 대상자들을 ‘변화 가능한 사람’으로 인식의 전환이 있었으며, 통합사례관리는 ‘공공의 사례관리의 한계’가 있으므로 지역사회위기대상자들의 다양한 욕구를 해결하기 위해서는‘민과 관의 협력을 통한 통합사례관리’를 하는 것을 전략으로 바라보았다. 통합사례관리사의 기능강화를 위한 전략으로는 초기에는‘대상자와 인간관계 맺기’를 잘하여야 하며, 업무가 진행 될수록 ‘전문성의 강화’와 ‘소진에 대한 예방과 대처방안을 마련하기’, ‘지원시스템 강화’를 해야 하는 것으로 나타났다. 무엇보다도 변화하는 대상자를 통해 ‘사례관리에서 희망찾기’가 그들의 기능을 강화하는원천이었다. 이를 통해 지역사회위기 대상자들을 위한 통합사례관리사의 기능을 강화하는 전략의 핵심주제는 ‘인간에 대한 깊은 신뢰를 가지고 포기하지 않고 끈기 있게 변화의 가능성을 향해 함께 나아가는 친 구되기’ 로 볼 수 있다. 이 연구는 통합사례관리사의역할을 기능강화의 측면에서 규명하여 실천전략을 세울 수 있다는 측면에서 그 의의가있다고 하겠다.
