This study empirically analyzes the effects of deregulation in capital areas in 2008 using difference-in-differences estimation. According to the results of new firms’ arrival based on “Census on Establishments” from Statistics Korea and those of firms’ location in the industrial complex based on ≪FEMIS≫ from Korea Industrial Complex Corp., although there seems that the gap between capital and non-capital areas tends to shrink in the first half of 2000’s it could be observed that this tendency has become weaker due to the deregulation by the central government. Especially, after the deregulation it seems that there are more new manufacturers in capital areas than in non-capital areas by, on average, 1.5 establishments in each Eup, Myun, or Dong. In addition, the analysis on the number of firms in an industrial complex shows that the number of large firms, compared to that of smalland medium-sized firms, decreased more by 4.1 firms in each complex on average in non-capital areas with statistical significance, while such changes in capital areas are not statistically significant. When the non-capital areas are divided into the parts, Gangwon/Chungcheong and Honam/Youngnam/Jeju, the degree to which the relative number of large firms declined is greater with the latter.

본 연구는 2008년 수도권 규제완화의 효과를 이중격차분석틀을 이용해 실증적 으로 분석한다. 통계청의 ｢전국사업체조사｣를 이용한 신생기업 입지에 대한 분석 과 한국산업단지공단의 ｢FEMIS｣를 이용한 산업단지 입주업체 입지에 대한 분석 의 결과에 의하면, 전반적으로 2000년대 들어 지역 간 격차가 축소되는 추세를 보이고 있었으나 중앙정부의 수도권 규제완화로 이러한 추세가 약화되었음을 관 찰할 수 있다. 특히, 규제완화 이후 비수도권에 비해 수도권에서 신생 제조업체의 입지가 개별 읍면동에서 평균적으로 1.5개만큼 많아진 것으로 나타난다. 또한, 산 업단지 내 기업입주에 대한 분석에서는 비수도권에서만 중소기업 대비 대기업 입 주업체가 규제완화 이후에 통계적으로 유의하게 개별 산업단지에서 평균적으로 4.1개만큼 감소한 것으로 나타난다. 비수도권을 강원/충청과 호남/영남/제주로 구 분하는 경우 수도권에서보다 먼 호남/영남/제주에서 산업단지 내 중소기업 대비 대기업 입주업체 수 감소폭이 좀 더 커 비수도권 내에서도 규제 완화의 영향이 지역 간 상이하게 나타난다.
