This paper aims to conceptualize the inclusive city as a city vision for overcoming multi-dimensional and complex social exclusion and to evaluate and reinterpret the related urban policies in Korea. For this purpose, I inquire into the context and definition, dimensions, and geographical scale of the inclusive city based on literature review. Specifically, I propose three dimensions, spatial inclusion, participation, and interdependence to use as a framework for analyzing specific urban policies. The Korean urban policies analyzed include affordable housing quota systems(AHQS), public rental housing, and community support projects(CSPs). The results of analysis show that AHQS tenure regulation and the rental housing supply have contributed to spatial inclusion, while CSPs have contributed to participation and interdependence. Overall, the Korean policies related to the inclusive city are just in the beginning stage, and thus the country needs to continue to expand on the related policies in order to achieve the vision of the inclusive city.

이 논문은 현대사회의 도시에서 발생하는 다차원적이고 복합적인 사회적 배제 를 극복할 도시비전으로서 ‘포용도시’의 개념을 정립하고, 이와 관련된 한국의 도 시 정책들을 평가·재해석하고 있다. 이를 위해 사회적 배제, 포용, 사회통합에 관 한 이론과 문헌들을 검토해서 포용도시의 맥락과 정의, 차원, 지리적 스케일을 규 명한다. 특히 포용도시의 세 가지 차원으로 공간적 포용성, 참여, 상호의존성을 제시해, 구체적 도시 정책의 분석틀로 사용한다. 한국의 포용도시 관련 정책으로 는 저렴주택 의무비율과 공공임대주택 건설, 마을공동체 지원사업의 사례를 분석 했다. 분석 결과는 임대주택 의무비율제도와 공공임대주택 건설·공급은 공간적 포용성 확대에 기여했고, 마을공동체 지원사업은 참여와 상호의존성 확대에 기여 했음을 보여준다. 종합적으로 한국의 포용도시 정책은 이제 막 시작단계에 있으 므로, 포용도시의 정착을 위해서는 관련 정책들을 지속적으로 확대해나갈 필요가 있다.
