This study aims to explore the potentiality of ‘festive appropriation’ as a means of spatial practice for deconstructing and rebuilding public space. The studied areas of Helsinki, Finland represent ‘filtered’ public space where the supposedly proper body and behaviour are carefully selected while the others are constantly excluded. Among the arts of selection and exclusion, strict controls over street vending and eating in particular, show how public space and public life are densely mediated. ‘Restaurant Day’ first came as a grassroots action against the controls, mobilising one-day pop-up restaurants in mode of festivals. This paper reviews the literature on public space, publicness and how they are mediated through signs, images, regulations and surveillance and seeks to locate festive appropriation as a spatial strategy of deconstruction. Building on these, the study first provides a stark contrast between the usual, mediated public space of everyday Helsinki and the unusual, appropriated public space of Restaurant Day. This contrast reveals how the state, bureaucrats and individuals spatially project their rules on one side and marginalise the inappropriate on the other. Second, the study investigates how Restaurant Day temporarily overturns everyday order by enabling people to festively and simultaneously take part in the action. With the order overturned, the space for alternative identity and social relation emerges. Public space rebuilt on the restored publicness is the fruitful outcome of festive appropriation. In the end, the study reminds us that the promise of rebuilding public space is in the hands of the people and calls for the need for action.

본 연구는 통제와 규율의 공공공간을 해체하고 재구성하는 실천적 공간 전략으 로서 ‘축제적 전유’가 지니는 가능성을 검토한다. 연구에서 핀란드 헬싱키의 사례 지역은 선별과 배제를 통해 공중을 여과시킨 공공공간으로 나타난다. 특히 먹는 행위와 관련된 규제는 공공공간과 삶 도처에 작용하는 권력의 매개를 반영한다. ‘레스토랑 데이(Restaurant Day)’는 여과된 공공공간에서는 허용되지 않는 형태의 축제로 문제를 제기한 사례이다. 공공공간에서의 공공성과 이를 매개하는 권력, 권력을 해체하기 위한 전략으로서 전유에 관한 논의는 축제적 전유로부터 실천적 함의를 이끌어내는 본 연구의 이론적 기반이다. 연구에서 먼저, 지배적 권력이 투 영되는 일상적 공공공간과 레스토랑 데이의 축제적 전유를 통해 해체·재구성되는 비일상적 공공공간을 대비시킨다. 대비로부터 첫째, 국가, 관료, 개인이 어떻게 기호, 시선, 법제를 동원해 공공공간에 어울리는 신체와 행위를 선별하고 그렇지 못한 이들을 배제하는지 드러낸다. 둘째, 엄격한 규제에 대한 시위적 성격으로 출 발한 레스토랑 데이가 특유의 축제성으로 다수 참여자의 행동을 확보하면서, 어 떻게 공공공간의 질서를 일시적으로 전복시키는지 파악한다. 또한 질서가 전복된 순간에 일시적으로 발생하는 틈새에서 어떤 대안적 관계와 정체성이 발현될 수 있는지 살펴본다. 이를 통해 복원되는 공공성은 축제적 전유의 성과이다. 이 성과 는 다양한 공간 기획으로부터 공공성이 침식되고 있는 도시에서 공간적 실천을 통해 공공공간을 능동적으로 개척할 수 있음을 상기시킴으로써 도시민의 상상과 행위를 촉구한다.
