Teenagers, as potential democratic citizens in the future, are asked to have rationality and integrity. Thus, the importance of the integrity education targeting these young people has been increasing. Nevertheless, the integrity education in Korea is still at the rudimentary level. This article analyzes and evaluates the reality of the integrity education and its implementation on teenagers by juxtaposing with foreign cases. As the result of the analysis, problems of operating integrity education are the following. First problem is the one-off and poor performance due to diverse operations of the integrity education. Second problem is the low quality followed by the lack of professionalism on education contents and diversity on methods. And lastly, the third problem is the one-off operation and the absence of independent subject. On the strategic viewpoint, this article proposes to exert effort on i) expanding the purpose of the integrity education to nurture teenagers into democratic citizens even further, ii) reinforcing peculiarity and professionalism of the integrity education, iii) establishing independent subjects and implementing the integrity education in entire courses, and iv) settling community governance for integrity education to manage more effective and systematic integrity education.

청소년 대상 청렴교육은 청렴성을 갖춘 잠재적 민주시민 양성을 위해 중요하다. 그러나 우리나라의 청소년 청렴교육은 아직 초보적인 수준에 머무르고 있다. 이 글은 우리나라에서 이행되고 있는 청소년 대상 청렴교육의 실태를 해외 사례와의 비교를 통해 분석 및 평가하였다. 분석 결과, 청소년 청렴교육이 가지는 운영상의 문제점은 첫째, 청렴교육의 다원화된 운영에 따른 일회성·단절적 이행, 둘째, 교육내용의 전문성 및 방법적 다양성 부족으로 인한 교육의 낮은 질, 셋째, 일회적인 교육운영과 독립 교과의 부재 등이다. 이러한 결과는 향후 청소년 청렴교육의 효과적이며 체계적인 운영을 위해서 보다 전략적 관점에서 ⅰ) 청렴교육 목표를 민주시민 양성교육으로 확대 전환하고, ⅱ) 청소년 청렴교육의 특수성과 전문성을 강화하며, ⅲ) 독립 교과 개설과 범교과적 청렴교육의 활성화, ⅳ) 청소년 청렴교육을 위한 지역사회 거버넌스의 확립에 많은 노력을 기울여야 할 것을 제언한다.
