This study focused the former German Democratic Republic’s Stasi, State Security Service, since its establishment in February 1950, the Stasi acted as the power-holders for 40 years under the SED's one-party dictatorship. Especially, it concerns the repressive intelligence and spying activities and impacts on the former West German society. By looking at the 40 years of Stasi history from the released Stasi files one can find the similarity to goal and activity of DPRK's Security Agency and also many implications to the still divided nation Korea. The counteractions of the former West Germany against his brother’s spying activities and for the home security could give many valuable lessons to South Korea. It applies to the divided as well as united Korea.

이 논문은 동독 국가보위부, 즉 슈타지(Stasi)가 1950년 2월 창설된 이후 40년간 동독 공산당 독재체제 유지를 위한 전위대로 활약한 것 가운데 1990년 독일통일 전까지 전개해 온 對서독 정보 및 첩보활동에 초점을 맞춘다. 슈타지의 對서독 스파이 활동은 통일 후 슈타지 비밀문서가 처음 공개되면서 활동 실상이 구체적으로 알려지게 되었으며, 이어 독일 전체사회에 커다란 반향을 일으켰다. 과거 분단 상황에서 전개되었던 슈타지의 비밀첩보 활동은 여전히 분단 상황에 있는 우리에게 많은 시사점을 준다. 특히 동독 공산레짐의 비밀첩보 기관 활동에 직면하여 과거 서독 정부가 어떻게 대처하였는가 하는 것은 보다 직접적인 의미를 갖는다. 현 분단 상황의 평화적․안정적 관리와 통일 후 내적 통합이란 두 과제를 고려할 경우, 그 중요성은 더욱 커진다.
