The purpose of this study is to apply processes of rural development based on territorial resources and community development to Korean rural areas and provide suggestions on implementing the processes effectively in Korea. From June 2012 to February 2014, 3 step-processes were applied to Goesan, in Chung-buk. The first step was to investigate territorial resources in Goesan and find representative resources. Based on this investigation, the representative resources are categorized as “forest” and “migrants from urban cities”. The second step was to increase local people’s awareness of territorial resources and community development. To do so, this study proposed a contest among businesses to develop ideas for using forest in Goesan. Most ideas focused on making and selling forest products or on recreational activities that involve the forest. Consequently, 5 communities were selected. The last was to discuss strategies and plans for businesses using territorial resources. Through the education program, 4 communities set up such strategies and plans for about two month. Based on the application processes in Goesan, four factors are needed to implement the process effectively in Korea. First are guidelines and key factors for rural development. Second is a system through which local people are able to participate in and organize communities. This necessitates a third factor: an education system that identifies and cultivates human resources in rural area. Finally, an intermediary organization is necessary to develop the system.

본 논문은 지역자원(territorial resources)과 커뮤니티 발전(community development)을 기반으로 한 농 산촌 발전 프로세스(Asset Based Community Development Process)를 현장에 적용하고, 국내에 효율 적으로 정착시키기 위한 방안을 제시하는 것을 목적으로 한다. 2012년 6월부터 2014년 2월까지 충북 괴 산군을 대상으로 총 3단계 프로세스를 적용하였다. 첫 번째 단계는 괴산 내 지역자원조사를 실시하고 대표자원을 발굴하는 과정이다. 지역자원조사 결과, 대표자원으로 ‘산림’과 ‘귀농귀촌인’이 도출되었다. 두 번째는 지역자원과 커뮤니티발전에 대한 지역민들의 인식을 유도하는 단계로, 괴산의 대표자원으로 도출된 산림자원을 활용한 비즈니스 아이디어 공모전을 실시하였다. 산림자원을 활용한 지역주민들의 창의적인 아이디어를 발굴하기 위한 방법으로, 약 1개월간 모집·선발하였다. 3명 이상으로 조직된 팀별 지원을 원칙으로 했으며, 구성원으로 귀농귀촌인들을 반드시 포함할 것을 명시하여 원주민과 귀농귀촌 인의 연계를 유도하고자 하였다. 공모전 결과, 대부분의 아이디어는 임산물 생산판매와 산림휴양활동 에 집중되어 있었고, 최종 5개 커뮤니티가 선발되었다. 세 번째는 지역자원을 활용한 전략적 계획을 수 립하는 단계로 선발된 5개 커뮤니티를 대상으로 산림자원을 활용한 아이디어를 구체적인 사업모델로 발전시키기 위한 교육프로그램을 2개월 동안 실시하였다. 그 결과 4개 커뮤니티의 사업모델을 도출하 였다. 괴산에 적용한 3단계 프로세스를 바탕으로 지역자원과 커뮤니티를 기반으로 한 농산촌 발전 모델을 효 과적으로 정착시키기 위해 필요한 4가지 요소를 도출할 수 있었다. 첫 번째는 지역의 고유한 특성을 반 영한 지역발전의 가이드라인과 핵심요소가 제시되어야 할 것이다. 두 번째는 지역주민들이 스스로가 조직을 구성하고 참여할 수 있는 시스템을 만들어야 할 것이다. 세 번째는 지역의 인적자원을 발굴하고 양성하기 위한 교육시스템이 필요하다. 그리고 마지막으로 전체적인 시스템을 구축하는데 필요한 중간 지원조직이 마련되어야 할 것이다. 본 연구는 농산촌 지역개발에 있어 소홀히 되었던 지역자원과 커뮤니티 발굴 및 교육을 강조한 연구로 지역자원과 커뮤니티를 연계한 농산촌 지역발전모델을 만들어 내기 위한 새로운 시도로 볼 수 있다. 향 후 ABCD 프로세스 도입을 통한 지역발전의 효과성과 성과를 측정할 수 있는 실증적인 연구가 추가적으 로 이루어져야 할 것이다.
