Korea is recently making an effort toprepare a new drive of animation industryagain, entering into a level of an independentstructure of creative animation from theprevious OEM system. Korean governmentprepares concrete alternative plans like animprovement of distribution structure in orderto carry out a new supporting policy forcreation of value-added animation, andencourages benchmarking for the advancedcases of foreign countries, market extensionthrough active exchange with foreigncountries, etc. And simultaneously Koreangovernment has to prepare the developmentof Korean short animation as a culturalfoundation. Because of the industrial,educational and artistic importances ofanimation in the fields of the cultural content,Thus this study is focused on the planningto look into the diversities of the canadianNFB (National Film Board of Canada) shortanimation’s technical and content quality. Because Canadian Short animation is a specialadvanced example to Korean animation in theaspects of the concentration on independent,experimental short animation and industrialanimation feature in his cultural foundation ofdiversity. According to the result of thestudy, such a tendency is interpreted as theresult of effort to possess the specialty ofcommercial and cultural foundation. NationalFilm Board of Canada(NFB) has made aneffort to establish its orthodox by technicalinnovation and diversity. Through the studyconcentrated on the orthodox of CanadianNFB short animation , it is concluded thatCanadian animation is a good benchmarkingmodel to Korean short animation developmenton the take-off stage in ‘diversity’.

OEM 산업구조에서 벗어나 창작 애니메이션 구조로 진입한 한국 애니메이션은 산업적 가치 창출을위해 선진 해외 사례 벤치마킹과 시장 확대, 유통구조 개선 등의 기반 마련을 하고 있으나 이와 함께단편애니 메이션의 문화적 토대 구축을 위한 노력도동시에 필요하다. 애니메이션은 산업적 특성과 교육, 예술적 속성의문화콘텐츠이기 때문에 한 국가의 애니메이션의 발전 은 산업적 부흥과 함께 문화적 토대구축을 위한이중 노력이 중요하다. 특히 단편애니메이션의 활성화 는 형식과 내용의 다양성 확보를 통하여 가능하다. 본 연구는 제작형식의 창의성과 다양한 내용을 제시한 캐나다 NFB(National Film Board of Canada)단 편애니메이션을 분석하여 벤치마킹 사례로 활용하는 것을 목적으로 한다. 캐나다 애니메이션은 캐나다 만의 문화적 기반을 바탕으로 발전해서 애니메이션의 산업적 토대까지 확장하였다. 이에 대한 캐나다 애니메이션 정책과 기술혁신의노력을 캐나다국립영상위원회 (NFB)중심으로 분석하 여 한국 단편애니메이션의 ‘다양성’에 대한 활성화를 제안 하고자 한다.
