‘The old Water Supply Facility in Donghae City’ was a system of Bugok catchment area developed to supply water for a steam locomotive from the old Samcheok Construction company in 1940, and the capacity of its facility was 1,000㎥ per day. ‘The old Water Supply Facility in Donghae City’ has now 6 facilities such as a receiving well, a settling reservoir, machine room and a filter basin, valve room, a clean water reservoir, distribution reservoir except for intake dam and tower for reserving Bugok stream. As for system of water supply facility, a receiving well draws and sterilizes a source of water supply through a pipe from intake tower located about 120m west of site. A settling reservoir near receiving well is 36.5×19.6×4.5m in size, and distiles fresh water, turning inside out water three times. The old filter basin, located at lower level of settling reservoir, filters and cleanses fresh water in its early days, but new 2 cylinder filters replace all existing models. Throwing chlorine into filtered water, clean water is reserved in underground water tank. By motor pump in machine room, the clean water is supplied to distribution reservoir located at the highest level of site. This water and clean water extracted from tube well are served a town with 250m/m pipe in diameter.

‘동해 구 상수시설’은 1940년 삼척개발 주식회사에서 증기기관차에 물을 공급할 목적으로 개발한 부곡수원 지 계통 상수도 시설로, 시설 용량 2,000㎥/일 규모이었다. 1990년 4월 가동이 중단되었으며, 현재 수계 및 수 원으로서 부곡천 표류수에서 취수하였던 취수댐과 취수탑을 제외하고 착수정, 침전지, 기계실 및 여과지, 밸 브실, 정수지 및 배수지 6식의 건조물이 현존하고 있다. 이들의 수리계통을 보면, 부지에서 약 120m 떨어진 취수탑에서 물을 끌어와 착수정에서 정수약품을 넣어 소 독한다. 착수정에 바로 인접한 36.5×19.6×4.5m 규모의 침전지는 수원지에서 가장 거대한 규모로 3갈래의 물 흐르는 방향을 두면서 깨끗한 상등수를 만들어낸다. 이보다 바로 아래 레벨에 위치한 구 여과지가 초창기 에 침전지에서 유입된 물을 세척 및 여과하였으나, 이후 원통형의 거대한 신 여과기 2기가 이 작업을 대신하 였다. 여과된 물에 염소투입이 이루어지면서 정수된 물이 정수지의 지하물탱크에 저장된다. 정수된 깨끗한 물은 기계실의 송수 모타펌프에 의해 부지 내에서 가장 높은 위치에 있는 배수지로 송수된다. 송수된 물과 관정에 서 추출된 깨끗한 물은 지름 250mm 크기의 관을 타고 시내로 급수된다. 이처럼 동해 구 상수시설은 일제강점기 상수시설의 수리계통 및 방식, 여과지의 개폐장치와 모타 펌프 등 각 종 기기의 보급, 그리고 침전자와 정수지 및 배수지의 거대한 지하매설물에서의 축조기술을 잘 보여주고 있 다.
