Across continental European countries, with their at times very generous social protection systems for "classical" employees, the self-employed have traditionally been subject to a kind of Cinderella treatment. This contribution turns the spotlight on the social policy approach of Austria - a country that has probably gone further than any of its neighbours in harmonising standards of protection by social security between "real workers" and those in a similar economic position, and gradually extending the system also to "genuine entrepreneurs". The article discusses the socio-historical background, consequences for present-day economic reality and the way forward.

유럽 대륙의 복지국가에서 `전형적인` 근로자에게 상대적으로 유리한 사회보장체계를 가지는 반면, 자영인들은 전통으로 오히려 의붓자식 취급을 받아오고 있다. 이 연구에서 주목할 만한 점은 오스트리아의 사회보장제도는 이웃한 다른 유럽국가들보다 `실질적인 근로자` 와 경제적으로 유사한 상태에 있는 사람들의 사회보장권을 조화시키며, 그 사회보장제도가 더욱 `진짜의 사업가들`에도 점차적으로 확대된다는 점이다. 본 연구에서 사회,역사적인 배경과 오늘 날의 경제 현실에 대한 영향들 및 발전방향에 대한 논의를 살펴보려고 한다.
