The purpose of this study is to propose measures to secure international compatibility of Korean qualifications and facilitate the labor mobility from Korea to FTA counterpart countries. For this purpose, six occupations of professional qualifications- architecture, veterinarian, engineer, accountant, lawyer, and tax accountant- were chosen as they were commonly dealt with in the most of FTA negotiation. Ultimately, this study suggested comprehensive national strategies that give coherence toto ensure higher coherence to global standards of these six qualifications, contributing to respond to future policy needs and further negotiations more effectively For this study, interviews was conducted with expert panels who actually involve in the policy decision. The outcomes have been classified and analyzed to review and verify the evaluation of feasibility and effectiveness for measures proposed, applying methodologies from Effective and Feasibility Analysis. The analysis has called for securing international competitiveness through globalization of education and training system and qualification framework. Parity with qualification framework and labor market analysis of counterpart country with secure visa quota were also desired in this analysis.

이 논문은 자격의 국제통용성을 확보할 수 있는 종합적인 방안 마련을 통해 우리나라의 FTA
체결 당사국간 인력 이동을 촉진하기 위해 수행하였으며, FTA 체결 과정에서 주로 논의된 건축사, 수의사, 기술사를 포함하여 회계사, 변호사, 세무사 등 총 6개 분야 전문직 자격의 국제적 통용성 확보를 위한 종합적인 국가전략을 마련하였다. 아울러 향후 추진될 다른 FTA 체결 협상 및 발효 시 각 전문직 자격별로 일관성 있게 대처할 수 있는 방향, 전략, 방법 등을 제시하고자 했다. 특히, 이 논문은 한미 FTA 체결 과정에서 실제 관여하는 각 산업별 자격 전문가들의 견해를 체계화하고, 해당 정책제언의 합리성과 신뢰성을 확보하기 위한 방법으로 효과성과 실현가능성 분석을 실시하였다. 분석결과를 보면 국내 자격제도와 교육훈련제도의 글로벌화를 통한 국제 경쟁력 확보, 체결 대상국 자격제도와의 동등성 확보, 비자쿼터 확보, 체결 대상국에 대한 노동시장 분석등이 요청되었다.
