Although the policy system of each country has its distinctive characteristics along with its culture, the purpose to protect people's life and property is same across different countries. Therefore, the police system of each country has many similarities but also distinctive aspects as well as its own strengths and weaknesses. Thus, there is a need to benchmark the police system of each country. This study examined the police system of Hong Kong which is geographically close to Korea. Current police of Hong Kong was established by integrating and restructuring the temporary police organization into regular police system soon after England began to govern Hong Kong. There was an opportunity to observe the police system of Hong Kong during the visit to Hong Kong. Although Hong Kong police has many similarities with Korea police in terms of system and operation, there are many differences. Hong Kong police has a simple but systematic organization structure and clear job allocation to avoid job overlapping. This became the foundation to embody responsible administration. The continuous efforts to prevent corruption by establishing strict and fair order, the experience and internalization focused education for Hong Kong policemen and educational curriculum to pursue maximal effect by ensuring facility and equipments similar to those on site suggest many implications and future direction in the police education of Korea. To examine the police system in Hong Kong, this study examined the history of China and police in brief and then the history and organizational structure of Hong Kong. Then, this study examined the personnel system, educational system and characteristics of Hong Kong police to derive implications necessary for us.

각 국의 경찰제도는 그 나라의 문화와 어우러져 각자의 특색이 있지만 국민 의 생명과 재산을 보호하는 목적은 동일하다. 따라서 각 나라별 경찰제도는 유 사한 점이 많지만 특색이 있고 장점과 단점이 존재한다. 따라서 나라별 경찰제 도에 대한 벤치마킹이 필요한데 그 중에서도 우리와 지리적으로 가까운 중국의 홍콩경찰에 대하여 살펴보고자 한다. 현재의 홍콩경찰은 과거 영국이 홍콩지배 를 시작한 후 얼마 되지 않아 임시의 경찰조직을 통합하여 정규 경찰조직으로 개편하면서 오늘날의 홍콩경찰이 되었다. 마침 홍콩의 경찰 제도를 살펴볼 기회가 있어 홍콩을 방문하였는데, 홍콩경 찰은 제도나 운용 면에서 우리나라와 유사한 점도 많지만 다른 점 또한 많고 단순하면서도 체계적인 조직구조와 명확한 업무분장은 업무의 중복을 피하고 책임행정을 구현할 수 있는 밑바탕이 되었으며, 염정공서를 설립하여 부정부패 를 방지하기 위한 부단한 노력과 우리나라의 경찰교육에 많은 시사점을 주는 홍콩경찰학교의 체득화 수업진행, 현장과 유사한 시설 및 장비를 확보하여 교 육효과의 극대화를 추구하는 교육내용 등은 우리의 교육방향이 어디로 가야하 는지를 일깨워주는 계기가 되었다. 홍콩의 경찰 제도를 알아보기 위해서는 중국의 역사와 경찰사를 간략히 살펴 본 후 홍콩의 경찰제도의 연혁, 조직구조를 알아보고 홍콩 경찰의 인사제도 및 교육제도, 홍콩경찰의 특징을 살펴 우리에게 필요한 홍콩경찰의 시사점을 도출 해보고자 한다.
