The total life cycle (TLC) should be considered an important evaluation factor in the source selection for defense force improvement projects. TLC can be divided into two phases: (1) the acquisition phase by the DAPA program manager; and (2) the operation and sustainment (O&S) phase by the military service end user. The total ownership cost (TOC) is known to be classified into 30% of the acquisition cost and 70% of the O&S cost. For the efficient management of the TOC of defense resources, the Ministry of National Defense (MND) of South Korea initiated a new approach to total life cycle system management (TLCSM) in 2009 but has yet to set the criteria for source selection. This study focused on the criteria for source selection in foreign-commercial-purchase programs, in which TLCSM is known to be relatively poor. For this, three factors were considered: two traditional factors (cost, basic contract) and one additional factor (O&S), the latter because the O&S phase is not included in the current criteria. First, the potential criteria for source selection for each factor were identified. Second, the feasibility and importance of the identified criteria were verified using the Delphi method, and new criteria for source selection for each factor were extracted: two items for the cost, 10 items for the basic contract, and 13 items for O&S.

국방부는 2009년에 군수품의 총수명주기체계관리 제도를 도입하였다. 총수명주기체계관리는 무기체계를 최초로 도입하는 방위력개선사업 관리자가 운영유지비용까지 책임지도록 하는 것으로서, 본 논문의 목적은 방위력개선사업의 국외상업구매에서 총수명주기체계관리를 고려하여 낙찰자 결정(기종결정) 평가항목을 새롭게 도출하는데 있다. 새로운 평가항목은 기존의 비용, 기본계약 평가요소에, 총수명주기체계관리 측면에서 매우 중요한 운영유지 요소를 추가하였다. 본 연구를 통해 최초로 방위력개선사업의 기종결정 평가항목을 총수명주기체계관리 측면에서 도출하였다는데 의의가 있다.
