The purpose of this study is to suggest ways of improving the military executive agency performance evaluation indicators. To diagnose the relevance of the indicators, an empirical study was conducted using linear regression analysis to assess their impact on unique business performance by management capacity. For this study, data from the performance evaluation of an expert evaluation group in the last five years were collected and used. The research results showed that the directors of military executive agencies have positive effects on the agency’s management capacity and unique business performance—that is, on the effectiveness of its organizational performance. However, some of the management indicators need to be improved in terms of their relevance. On the other hand, the directors of the military executive agencies had no direct effect on the budget reduction: that is, on the efficiency of their organization’s performance. However, through process improvement according to the leadership, the director can enhance the organizational capacity and performance, which indirectly impact the budget reduction

본 연구는 군 책임운영기관 성과평가지표의 개선방향을 제시하는데 목표를 두고 지표 간의 적합성을 진단하기 위해 관리역량이 고유사업에 미치는 영향을 회귀분석을 이용해 실증연구를 수행하였다. 연구결과 기관장리더십이 관리역량과 고유사업에 긍정적인 영향을 미치고 있는 것이 확인되었다. 일부 관리역량 지표는 조직성 과와의 연계를 위해 개선이 필요한 것으로 나타났다. 기관장은 업무개선을 통해 기관의 효율성을 제고함으로서 예산절감에 기여하고 있음을 확인하였다.
