This study shares ground rule or value that KCG organization constituents seek commonly to achieve vision with formation's mission meantime regarding KCG decomposition to SEWOL ship accident and is if individual was acting voluntarily. Is shared to constituents if is recognizing whether is recognizing properly because KCG core value is spread to histiocyte quorums and whether is practiced by action guide and influences and analyzed whether difference appears according to individuation. Analysis result, know because core value in KCG organization is delivered to official document or there is to hear. However, since such contents are what substantially, it is not enough explanation to constituents because it does not understand correctly and core value practice confirmed that is not attaining properly. About core value realization level and practice level according to private trait of character, there is difference. Appear more strongly as class has high and many work career, and is recognizing core value of organization and practices but is detected to controversial point appearing low as class and work career are low.

본 연구는 세월호 사고로 해양경찰 해체와 관련하여 해양경찰 조직 구성원들이 그 동안 조직의 미션과 비전을 달성하기 위해 공통적으로 추구하는 행동원칙이나 가치를 공유하고 개인 스스로가 행동을 자발적으로 하고 있었는가에 주목하고, 해양경찰 핵 심가치가 조직구성원들에게 전파되어 제대로 인식을 하고 있는지 인식하고 있다면 구 성원들에게 공유되어 행동지침으로 실천되고 영향을 미치는지 그리고 개인적 특성에 따라 차이가 나타나는지를 분석하였다. 분석결과 해양경찰 조직 내 핵심가치가 공문 으로 전달되어 알고 있거나 들어 본적은 있지만 실질적으로 그러한 내용이 무엇인지 정확히 이해하지 못해 부서원들에게 충분한 설명이 되지 못하여 핵심가치 실천도 제 대로 이루어지고 있지 못함을 확인하였다. 개인적인 특성에 따라 차이는 인식과 실천 수준에 대하여 계급이 높고 근무경력이 많을수록 더 강하게 나타나고, 계급과 근무경 력이 낮을수록 조직의 핵심가치를 인식하고 실천하는데 낮게 나타나 문제점으로 드러 나고 있다.
