This paper aims to explore the fact of increasing in the rate of female local legislators in Japan which is not established a quota system or the system of proportional representation. In this paper I focus on the various paths of recruitment of independents and Tokyo Seikatsusha Networks, Netwok Movement in Kanagawa (local parties affiliated with Japan People’s Network). From the examining, it became clear that independents recruited female candidates by the path of, grass roots movements concerning promoting human rights, welfare and protecting environments → organizing a voluntary supporters group → registering candidacy → supporters’ campaign → winning the local election. And also it found that local parties recruited female candidates by the path of, associated collective workers’s career or cooperative society’s career → registering candidacy → supporters’ campaign → winning the local election. In addition, I can find that voluntary civil groups for the expanding female political participation, and the local parties have been bringing up and training female candidates in the various ways. The informal paths of recruitment of female local lagislations and the various ways of bringing up and training female candidates that have increased the rate of female local legislators in Japan.

본 글은 여성할당제나 비례대표제 등 여성의 정치참여 확대를 위한 제도를 도입하고 있 지 않은 일본에서 도시부를 중심으로 지방의회 여성의원 비율이 지속적으로 상승하고 있 는 원인을 다양한 여성의원 충원 경로와 후보 육성 방안에 초점을 맞추어 분석한 것이다. 분석에 있어서는 일본의 지방의회 여성의원의 가장 높은 비율을 차지하고 있는 무소속과 시민정치네트워크 계열의 지역정당을 대상으로하였다. 분석 결과, 무소속의 경우 환경, 인권, 복지, 시민자치등 시민활동ㆍ지역운동 → 추천회조직 → 후보추천 → 이상선거운동 → 지방의회라는 충원 경로가 형성되어 있고, 지역정당의 경우는 생활협동조합 활동 워커즈 콜렉티브활동 → 미니포럼활동 → 후보추천 → 대리인운동 → 지방의회라는 충원 경로가 형성되어 있음을 알 수 있었다. 또한 각각의 정치이념에 따라 다양한 형태의 후보 육성방안이 마련되어, 지속적인 실천과 경험의 축적을 통해 각각의 노하우를 체계화하고 있었다. 이러한 비제도적이고 비공식적인 여성의원 충원 경로와 후보 육성 방안을 통해 배출된 무소속 여성의원과 지역정당의 대리인은 유권자의 지지를 확보하며 일본의 지방의회 여성대표성 제고에 중요한 역할을 하고 있다.
