This study aims at analyzing whether the National Assembly has been polarized by closely examining legislators' ideology from the 16th National Assembly to the 19th National Assembly. It is obvious that the National Assembly has been changed in terms of ideology. This change began in the 17th National Assembly, regarded to be the most liberal Assembly and continued to the 18th National Assembly, viewed as the most conservative Assembly. The 19th National Assembly seems to be moderate, but it is more polarized than any other Assembly ever. Polarization is developed in two ways: member replacement and member adaptation. The Freshmen of the Saenuri Party become more conservative compared with the previous Freshmen of Saenuri Party while the freshmen of the New Politics Alliance for Democracy(NPAD) become more liberal compared with the previous Freshmen of NPAD. Likewise, ideology of reelected legislators becomes increasingly extreme as their legislative careers in the National Assembly have been grown. This is because they are influenced by both ideological change of the other party and the confrontation of two major party in the previous Assembly. In addition, atmosphere around the National Assembly and relation of dynamics between two major parties have an effect in defining ideology of legislators. These changes in the National Assembly enable us to expect that ideology of the 20th National Assembly be more polarized.

본 연구는 제16대 국회부터 제19대 국회까지 조사된 국회의원들의 이념을 통해 국회 내 정당 간 이념 양극화 현상이 나타나고 있는지 알아보는 것을 목적으로 한다. 국회는 이념 적 변화의 모습을 보이고 있다. 이러한 변화는 가장 진보적으로 평가되는 제17대 국회부터 시작되어 가장 보수적인 국회로 평가되는 제18대 국회로 이어졌다. 한편, 제19대 국회는 두 국회에 비해 중도성향을 보이고 있지만 내부를 살펴보면 과거 어느 때보다 양극화되어 있는 국회라 하겠다. 양극화는 두 가지 차원에서 이루어졌는데 새로 진입한 초선의원들에 의한 것과 기존 의원들의 이념 변화에 의한 것이다. 새로 국회에 들어오는 초선의원들의 특징은 과거 초선의원들에 비해 새누리당은 보수적이며 새정치민주연합은 진보적이라는 것이다. 이러한 경향으로 인해 초선 의원들의 이념은 이념적 변화를 통해 새로운 모습을 보여주고 있는 기존 의원들과 조화를 이루고 있다. 기존 의원들의 이념은 변화의 모습을 보여주고 있는데 과거 국회에서의 경험과 소속 정당 다른 의원들과의 교감에 영향을 받은 것이다. 여기에 국회를 둘러싼 여론 및 분위기 그리고 정당 간의 역학관계 등도 의원들의 이념을 정립하는데 영향을 미치고 있다. 제20대 국회 구성을 위한 선거와 개원 당시의 여 론 등이 의원들의 이념에 어느 정도 영향을 미치겠지만 제19대 국회의 두 정당의 이념을 보았을 때 상대방 정당을 다른 방향으로 좀 더 밀어내는 결과가 나타나지 않을까 조심히 예상해 본다.
