Within the artists’ social welfare problematique, at least in the case of modern Korea, Korean government and its specialists pertinent to such issue has not clearly defined who the ‘artists’ are, and what their artistic ‘creation’ is. Loosely put, the recent implementation of the Artist Social Welfare Laws has fueled arduous debates on who should be given what, and what needs to be provided to whom; thence, the question of why we need to stay alert in supporting art and artists to survive and thrive, still remains as a social, cultural, and economic conundrum. This study attempts to critically examine such futile yet fervid approaches throughout the legislative implementation of Artist Social Welfare Laws have been taken, whilst taking an angle of reconceptualizing art as experience that expands the horizon of communication and animates publicness of art, which has been long considered as a very personal and individual act of aesthetic expression. Therefore, such value that art holds, and artists produce throughout the “art experience,” comes forth as a vital agency. Albeit, this agency disproves the superficial evaluation and definitions of artist and creators, that were once under the economic propaganda of creative industry with neoliberal sensibility and standards. With hope that art and its value to be perpetually challenged, recontextualized, and revitalized, this study’s purpose is to locate the artists in our modern society with extended understanding, and to provide an alternative to how they should be supported without unnecessary conflicts rooted in the socially misconstrued perception of “artists in demise for the sake of art.”

예술인들의 생존권을 보장하고자 하는 취지에서 제시된 예술인 복지법이 시행된 지 2년이 지난 현재의 시점에서도 여전히 많은 논쟁과 쟁점을 시사하고 있다. 이러한 사회적 현상에서 연구자들은 법의 제정과 시행에 있어 예술가와 예술, 그리고 그들의 노동에 대한 명료한 정의가 여전히 내려지지 않아 오히려 예술인들의 사회적 존재 가치를 더욱 희석시키고 있음을 지적하고자 한다. 이러한 비판적 관점에서 본 연구는 예술이 가지고 있는 사회적 함의를 재조명 하고자 경험으로서의 예술이 지닌 가능성을 탐색해보고, 더 나아가 이러한 경험들의 상호작용을 통해 예술이 획득할 수 있는 공공성에 대한 개념화에 대한 시도들을 살펴보고자 한다. 경험의 확장을 통한 예술의 소통 매개 질로서의 가능성은 궁극적으로는 예술가들의 사회적 존재 가치의 고양을 도모할 수 있는 시각을 제공한다. 더 나아가, 이러한 예술가들의 존재 가능성에 대한 사유는 현재의 예술인 복지법이 근본적으로 내재화한 “해결해야 되는 문제로서의 예술가들" 또는, “삶이 불우한 예술가들"이라는 단선적인 사고를 타파할 수 있는 대안을 제시할 수 있을 것이다. 보호 받아야만 하는, 취약하고, 불완전한 존재로서의 예술가들이 아니라 그들이 창조하는 예술 경험에 대한 보다 적확한 이해를 통해 그들의 노동이 보상되고 또 그들의 존재적 가치가 사회적으로 보장되기를 희망하며 연구자들은 예술가들의 위치를 다시금 파악하고자 한다.
