In this study we propose to introduce the distinction between the elderly with early-onsetdisabilities and the elderly with late-onset disabilities. On the basis of this distinction we explorewhether the determinant factors of poverty are different in these two groups of the elderly withdisabilities. Furthermore, we suggest some policy recommendations. The data source is the fourthPanel Survey of Employment for the Disabled(PSED) of the year 2011 undertaken by KoreaEmployment Promotion Agency for the Disabled. The object of the analysis is the elderly withdisabilities 50 years old and beyond panel data. They are divided into two groups: the elderly with early-onset disabilities who are registered asdisabled before they were 50 years old and the elderly with late-onset disabilities who areregistered as disabled before they were 50 years old and beyond. To see how these two groupsdiffer, we compare their demographic characteristics, disabilities, economy and household. Resultsshow that the poverty of the elderly with disabilities is statistically significant with the variableslike sex, existence of a spouse, education, certification, current health, economy, household. Both groups of the elderly with disabilities show significance in economy and household. However, theyshow differences regarding individual characteristics and current health. The main policyimplications are that in the poly process the differences of individual characteristics of the elderlywith early-onset disabilities and the elderly with late-onset disabilities need to be taken intoconsideration. Furthermore, for the elderly with late-onset disabilities more considerations frommedical perspective appear to be necessary.

본 연구는 고령장애인을 고령화된 장애인과 노인성 장애인으로 구분하고 빈곤에 미치는 요인들이 이들대상자들 간에 어떠한 차이를 보이는가를 분석하였다. 이를 위해 한국장애인고용공단에서 매년 실시하고있는 장애인고용패널 제4차년도(2011년도 조사)데이터를 분석하였다. 분석대상은 제4차 패널 대상자 중에서 만 50세 이상을 고령장애인으로 하고 이를 다시 장애등록 나이를 기준으로 만 50세 미만에 장애등록을한 자를 고령화된 장애인, 만 50세 이상에 장애등록을 한 자를 노인성 장애인으로 구분하였다. 이러한 대상 구분은 이들 집단의 개별적 특성이 분명하게 구분되기 때문이다. 분석은 인구학적 특성, 장애특성, 경제적 특성 그리고 가구특성으로 구분하여 이루어졌고, 분석결과는 고령장애인 전체의 경우 성별, 배우자 유무, 학력, 자격증 유무, 현재의 건강상태 그리고 경제적 특성과 가구 특성에서 유의미하였다. 고령화된 장애인과 노인성 장애인은 경제적 특성과 가구특성에서는 동일하게 유의미한 결과를 보여주었으나 인적 특성과 현재 건강상태에서 다르게 나타났다. 이러한 결과를 바탕으로 고령화된 장애인과 노인성 장애인의인적 특성을 고려된 정책이 필요하며, 특히 노인성 장애인의 경우 의료적인 측면에서의 접근이 보다 더 필요하다는 점 등의 시사점을 발견할 수 있었다. 다만, 본 연구에서 다루는 빈곤의 문제를 고용 정책으로 확대하여 대안을 제시하는 연구 등이 향후에는 보다 구체적으로 이루어져야 할 것이다.
