According to the literature, the Buddhist festival Suryukjae first emerged during the Goryeo Dynasty and has lasted to this day, all the while evolving throughout different eras. In the past 10 or so years, Suryukjae has been actively observed and expanded upon. Moreover, studies have also been actively conducted on the festival. However, very few studies view Suryukjae as a festival. The present study briefly examined the different forms of Suryukjae by dividing prime examples of Buddhist cultural festivals into Buddhist ceremonial festivals held in temples and general festivals. Next, the characteristics of Suryukjae were classified into features with religious sanctity, which included ritualism, communication, playfulness, culture, and a return to the origin of human nature. Finally, measures for vitalizing Suryukjae as a festival were discussed. First, for restoring the source elements of Suryukjae, it is imperative that Buddhists and the Korean Government perform a nationwide survey of how Suryukjae is being observed, along with an investigation of Suryuk ritual documents that includes comparisons of different editions and translation of the documents into Korean. Second, Eosan monks, key participants in the Suryukjae festival, should be given adequate training. Third, the internal aspects need to be separated from the external aspect. The external aspect must consist of infortainment and edutainment. Fourth, the period during which Suryukjae is held should be changed. Fifth, associations with local communities should be made through its cultural aspects and public education the subject should be strengthened. Sixth, the requirements for conducting Suryukjae should be analyzed and evaluated. Seventh, Suryukjae should be popularized as a Buddhist ceremonial festival. Eighth, promotional Suryukjae calendars should be promoted and distributed. The discovery and investigation of the many documents related to Suryukjae ritual that have been, or still are, being observed in various regions in Japan will be instrumental in adding new cultural content to the festival, and will allow Suryukjae to be reborn as a festival with greater local and universal flavor.

불교축제로서의 수륙재는 문헌상으로 고려시대부터 등장하여 오늘날에 이르기까지 시대와 상황에 따라 모습을 달리하며 변화해 왔다. 수륙재는 최근 10여 년에 걸쳐 매우 활발하게 설행되고 확산되고 있다. 또한 그에 따른 연구도 활발하게 진행되었다. 그럼에도 축제로서 수륙재를 바라보고 논의를 전개한 것은 거의 없었다. 본고에서는 수륙재의 형태를 사찰을 중심으로 설행하는 불교의례축제와 일반 축제에서 설행하는 불교문화축제로 나누어 대표적인 사례들을 간략하게 살펴보았다. 다음으로 수륙재의 축제적 속성을 종교적 신성성을 지닌 재의성과 소통성, 유희성, 문화성 그리고 환본성으로 분류해 보았다. 마지막으로 축제로서의 수륙재의 활성화 방안을 제시하였다. 수륙재의 활성화 방안으로는 첫째는 원천요소의 복원으로 불교계와 정부가 수륙재의 전국적인 설행 형태 조사 및 수륙의례집의 조사와 판본별 비교, 의례의 한글화를 비롯하여 복원이 하루 빨리 이루어지도록 해야 한다. 둘째는 핵심인력인 어산(魚山)의 양성, 셋째는 공간의 내적 영역과 외적 영역으로 분리로, 특히 외적 영역은 인포테인먼트(infortainment)적이고 에듀테인먼트(edutainment)적으로 구성해야 한다. 넷째는 수륙재의 개최기간 변경 고려, 다섯째는 문화성으로서 지역사회와 연계하고 공교육에서 교육 강화, 여섯째는 축제로서의 수륙재의 요구분석과 평가, 일곱째는 불교의례축제인 수륙재의 대중화에 대한 자신감, 여덟째는 수륙재 홍보달력의 제작ㆍ보급 등이다. 수륙재 의례집과 다양한 지역에서 설행되었거나 설행되고 있는 수륙재를 발굴하고 조사하는 일은 새로운 축제문화콘텐츠를 발굴하는 일이다. 또한 축제로서의 수륙재를 더욱 풍부하게 하고 보편성과 지역성을 지닌 축제로 거듭나게 할 것이다.
