In this article, EU and Korean Systems regarding socially responsible public procurement have been researched. Against the background of the ongoing economic crisis and austerity measures, local and regional authorities may be pressured to go for lowest price; this may compromise the quality and sustainability of services and goods and put pressure on wages, working conditions and collective agreements. SRPP can be a tool for local and regional government actors and trade unions to maintain and enhance the quality of services, contribute to preventing social dumping and to ensure that wages and working conditions are in accordance with standards laid down in legislation and/or in collective agreements.

본 논문에서는 사회적 가치 조달을 구체적으로 실현하기 위한 여러 국내외 사례의 내용 을 살펴보고 향후 발전방안을 검토하였다. EU 등을 중심으로 공공조달을 통해 노동정책, 여성정책, 환경정책 등의 다양한 사회정책 을 추구하는 “사회책임공공조달”(socially responsible public procurement: SRPP)의 논의가 활발히 전개되고 있는데, 우리나라에서도 현재 실행되고 있거나 향후 도입이 논의되는 사회 책임공공조달의 양태를 살펴보면서 동 제도의 발전 가능성을 타진해 보았다.
