Public export credit guarantees are an important instrument in financing international trade, particularly for small and medium sized enterprises which exposed under an shortage of financial capital. Therefore, many countries use them as a tool for promoting international competitiveness and exports despite of highly restrictions by international agreements. The purpose of this study is to suggest that the german public export credit guarantees, so-called Hermesdeckungen, plays a significant role for the success of Mittelstand. The term, Mittelstand, has no exact english translation for the definition, but, today, Mittelstand refers to small and medium-sized enterprises(SME), mostly family-owned firms in Germany. The Mittelstand is called the backbone of the german economy because it drove the economic miracle after World War II. During the global recession and the Euro zone's debt crisis in recent years, in which european businesses have faced the near-collapse of competitiveness particularly in manufacturing, the german exports are booming and exceeded those of China in 2012. Most importantly, the german economic performance has been widely attributed to the strength of the Mittelstand. German federal export credit guarantees(Hermes Cover) support german enterprises, especially, Mittelstand in their efforts to open difficult markets and expand traditional markets in unfavourable times.

WTO와 OECD 협약 등에서 정부의 수출기업에 대한 금융지원은 상당히 높게 규제되고 있지만 수출금융은 시장실패에 기인된 자본제약의 부정적 무역효과를 경감하기 위한 중요한 정책 수단으 로 평가된다. 수출신용보증(export credit guarantees)은 수출계약과 관련하여 은행이 수출자 에게 수출신용보증서를 담보로 대출함에 따라 발생하는 수출자의 상환채무에 대해 공적 수출신용 기관이 그 지급을 연대 보증하는 것으로 은행은 안심하고 수출금융을 취급할 수 있고 수출자도 담보 부담 없이 금융을 활용할 수 있는 정책금융의 일종이다. 이는 특히 자원한계에 노출되어 있는 중소기업에게 해외시장 진출 성공을 보증하는 매우 중요한 요소라 할 수 있다. 본 연구는 독일 수출 산업의 역군으로 평가받고 있는 미텔슈탄트의 수출경쟁력 원천을 기업 외부적 요인으로서 국가의 수출금융 지원에서 찾고자 하였다. 특히 독일의 공적 수출신용보증(Hermesdeckungen)의 미 텔슈탄트 수출성과에 미치는 역할을 조명하였다. 수출신용보증제도가 없었더라면 수출이 성사될 수 없는 상황에 놓이는 미텔슈탄트들에게 안정적인 수출사업을 할 수 있도록 촉진하는 역할을 담당 하고 있는 것으로 분석되었다.
