Nowadays, International society is having great increase in exchange of material sources and people as the phenomenon of informationalization, globalization, openization happens rapidly. This gave positive effects to humanity such as wealth creation but, it also became main cause to steep increase in transnational crime as side effect. Actually, the 1year income of criminal organizations earning at East Asia and the Pacific area including our country is reaching almost 1 trillion won. Police which has mission to protect the citizen’s life and property has taken actions like establishing international criminal investigative detachment at local police agency, employing people who are good at foreign language in accordance with the transnational crime aspect but the number of foreign criminals arrested has increased. That is, the number of 2012 year(24,379) increased 18 percent above the level of 2008 year(20,623). Police’s problems in coping with transnational crime are as follow; Shortage of responding police and it,s lack of professionalism, deficiency of appropriate laws and treaties to confront transnational crime, insufficient cooperation system between police and domestic related organizations, and the foreign organizations, limitations of organization system like overlapping of operations in each organizational level like local police agency, police station. I suggest plans to improve police capacities against transnational crime based on the problems as follow; establishing relevent legislations and treaties to prevent transnational crime, active use of resident police officer in foreign countries, increasing of police officer in charge of transnational crime and enhancing of their professionalism, strengthening cooperation with related organization in domestic and foreign, and improvement of intelligence ability for police.

오늘날 국제사회는 정보화, 국제화, 개방화가 빠르게 진전되면서 국가간 인적, 물적 교류가 크게 늘어나고 있다. 이 는 인류에게 부의 창출과 같은 긍정적 요소가 되기도 하지만 그 부작용으로 가파른 국제범죄 증가의 주요 요인으로 작용하고 있다. 실제, 범죄집단이 1년 동안 우리나라를 포함한 동아시아 태평양 지역에서 벌어들이는 수입이 1조원 에 이르고 있다. 이러한 국제범죄 양상에 따라 국민의 생명과 재산보호를 기본임무로 하는 경찰은 지방경찰청에 국제범죄수사대를 증설하고 외국어 능통자를 특채하는 등 국제범죄에 적극 대응해 오고 있으나 지난 한 해 동안 우리나라에서 외국인 범죄로 검거된 인원이 24,984명으로 2008년 대비(20,623명)21% 나 늘어나는 등 국제범죄는 오히려 증가하는 현상 을 보이고 있다. 이에따라 경찰의 대응상 문제점을 분석해 본 결과, 국제범죄 대응 인력의 부족 및 전문성 결여, 법적 뒷받침과 국내 및 해외 유관기관과의 협조체제 미흡, 그리고 경찰 상하 조직 수준별 업무가 중복되는 등 조직체계상 한계가 있다 는 점을 발견하였다. 이러한 원인분석을 토대로 국제형사경찰기구 관계법령 정비, 경찰의 해외 주재관 적극 활용, 국제범죄 인력의 증원 및 전문성 제고, 대응조직의 효율적 개편, 국내외 유관기관간 공조체제 강화, 그리고 경찰의 정보활동 능력 향상을 경찰의 국제범죄 대응역량 제고방안으로 제시하였다.
