This study attempts to review Pope John XXII in general on the Poverty Controversy and the policy toward Italy, France and England. First, the conflict between Pope John XXII and Ludwig of Babaria also seems to have formed the historical background against which contemporary intellectuals expounded their political and ecclesiological thought. However, it is not the only legitimate perspective. An alternative perspective can be developed through an examination of the Poverty Controversy between Pope John XXII and the Franciscans. The dichotomy between the papal and imperial camps can also mislead historical interpretation if the fact that each camp was not monolithic is overlooked. Just as Marsilius and Ockham embraced different political views in the alleged imperial camp, so the alleged papal ideologists did not always share the views. It has even been argued that the doctrines propounded by "papalists" and "anti- papalists" were not irreconcilable but differed only in emphasis. So this paper tried to reveal an underlying diversity and complexity of viewpoins in their intellectual wrestling with contemporary political realities. Second, Italian affairs were complicated by events in Germany. And at the beginning of the fourteenth century the kings of France and England increased their reliance on propaganda, thereby manipulating public opinion to be favorable to their policies. Thus they presented a new challenge to the popes' capacity to maintain and foster their leadership in the changing socio-political reality. Bearing in mind the historical process characteristic of the late Middle Ages, this paper revealed John XXII's policy on protecting his position of leadership in the most powerful monarchies of Christendom, France and England. In conclusion, by promoting the status of centralizing monarchs, John XXII indirectly encouraged the decline of the medieval papacy. The political "success" achieved by the pope in Flanders and Scotland had turned into an overall "failure" of papal leadership in these areas, while the rise of monarchy did not increase the readiness of western kings to join forces with John XXII in crises which affected the pope in Italy and Germany. As the head of Christendom John XXII and Avignon popes tried to hold a universal supremacy stretching from the Baltic to the Straits of Gibraltar.

교황 요한 22세에 대한 연구는 이제까지 그의 반교황주의자들 특히 윌리엄 오캄이나 마르실리우스 파두아를 연구하면서 언급되는 정도로 부분적으로 다루어져왔다. 그리하여 그의 적대자들에 비친 부정적인 교황의 이미지가 대부분이었고, 이는 아비뇽 교황청에 대한 부정적인 시각이 일반적이라는 점과 비슷한 맥락이라 볼 수 있다. 그러나 본 논문에서는 교황 요한 22세를 중심으로 그의 청빈논쟁과 여러 군주들과의 관계를 살펴보았다. 요한은 전임 교황 클레멘스 5세의 정책을 지속적으로 추구하였는데, 이는 보편 그리스도교 왕국의 지배자로서 십자군을 준비하는 것이었고, 다른 한편으로는 이탈리아를 안정시켜서 교황청을 로마로 다시 복귀하려는 것이었다. 그리하여 요한 22세는 이러한 정책을 추구하기 위한 통치이념으로 교황의 전능권과 무오류설을 주장하였다. 그러나 14세기에 접어들면서 이러한 교황의 주장은 반 교황주의자들에 의해 공격받고 있었다. 따라서 교황주의자들과 반교황주의자들의 두 진영은 첨예한 대립과 갈등을 겪게 되었던 것이다. 그러나 최근의 수정주의 시각에서는 당시의 교황주의자들과 황제 진영의 반교황주의자들의 사상가들이 극단적인 대립적 시각이기보다는 교회법학자들로서 혹은 신학자들로서 그 강조점에 차별성이 있음을 드러내고 있다고 주장하였다. 또한 교황 요한은 이탈리아에서의 교황령 회복을 위해 프랑스 앙주가의 나폴리 군주와 교황의 지지파인 갤프파와의 동맹을 강화하였고, 추기경 베르트랑 뒤 푸제를 통한 군사원정도 감행하는 적극적인 정책을 펼쳤다. 그러나 요한의 대부분의 이탈리아 정책은 실패로 돌아갔다. 다른 한편으로 요한 22세는 프랑스 군주뿐만 아니라 잉글랜드 군주와도 긴밀한 관계를 유지하고자 하였다. 이러한 군주관계를 추구했던 이유는 십자군 원정을 위한 조치였다. 그리하여 프랑스 군주와의 대치관계에 있었던 플랑드르 지방에 대해서는 억압정책을 실시하여 프랑스 군주에게 힘을 실어주었고, 잉글랜드와의 관계에서도 군주를 지원하여 그와 투쟁을 하였던 스코틀랜드인들에게는 반감을 가져오게 되었다. 요한의 이러한 정책은 각국의 군주권 강화에 커다란 기여를 하게 되었으나 교황의 힘은 분산시키는 결과를 가져왔다. 그리하여 이제 점차 민족의식이 싹터가면서 세속군주들은 자신의 이해관계에 따라 교황의 힘을 군주권의 강화에 이용하는 방법을 터득해 가고 있었던 반면, 요한을 비롯한 이후의 아비뇽 교황들은 이러한 보편 그리스도교 왕국을 수호하고 평화를 정착시키려는 대의를 포기하지 않고 오히려 그들의 관심을 스페인에서 동지중해를 포함하는, 지브롤터 해협에서 발틱해에 이르는 전 유럽으로 확대하는 정책을 추구하였다.
