This study is to analyze productive efficiencies in adjacent water fisheries with respect to Korea and China local governments using various models of Data Envlopment Analyis. The average estimates of technical, pure technical and scale efficiencies in Korea are turned out to be 61.8%, 76.5%, and 82.9% respectively while those estimates in China are 69.4%, 87.5%, and 81.1%. Once the local governments in both countries are pooled together, corresponding estimates are calculated as 64.4%, 81.0%, and 81.9% respectively. The study found a statistical significance of the existence of heterogeneity in productive efficiencies between two countries by conducting a rank-sum test to the bilateral-DEA model. The study extracted some policy implications to improve the efficiencies of both countries. Korea has to exercise more efforts to improve scale efficiencies while China has to put efforts to improve their pure technical efficiencies by adjusting the combinations of fishing efforts. The calculated reduction ratios in fishing efforts suggest that Korea needs to reconstruct its fishing industry by accelerating the downsizing plan of total number of fishing ships mainly focusing on small ships to better cope with FTA between Korea and China.
