This study aims to analyze the changes of regional development policies through a perspective of historical institutionalism between Lee Myung-bak government(2008 -2013) and Park Geun-hye government(2013-present). The results shows that change in policy drivers environment surroundings such as social, political, economical changes and historic turnaround such as policy paradigm shift, turnover of political power, laws and norms and imbalance of power relations such as a stakeholder interaction. A combination of these factors are in order to overcome limitations that bring a rapid change in policy. But reality, changes of external environment, paradigm of policy, structure of policy decision making, laws and norms, imbalance of power between the stakeholders execute sequentially from starting existing policy fault to changed of new policy. Therefore this kinds of changes with a cumulative level.

본 연구는 이명박 정부(2008년-2013년)와 박근혜 정부(2013년-현재)까지 지역발전정책의 변화를 역사적 제도주의 접근방법을 중심으로 분석하였다. 연구결과 사회적, 정치적, 경제적 변화 등과 같은 외부 환경변화, 정책패러다임, 정권교체, 법‧규범 등의 역사적 전환점, 수혜집단과 손실집단 등의 행위자 상호작용에 의한 불균등한 권력관계 등이 정책변화를 주도하는 요인들이다. 이러한 요인들의 결합은 기존 제도의 한계를 극복하기 위하여 급격한 정책변화가 수반되어야 하나 현실적으로는 외부환경의 변화, 정책 패러다임, 정책의사결정구조, 법‧규범, 행위자간의 불균등적인 권력관계 등이 순차적으로 여과되어 기존 정책의 실패에서 출발한 새로운 정책의 변화는 점증적 수준에서 변화하는 것으로 나타났다.
