The Purpose of this study is to search for ways to improve the police-related emergencyreporting service through the analysis of its actual condition - focusing 112 emergencyreporting & 122 emergency reporting. For this purpose, the main data related to police-related emergency reporting required forinspection of the administration conducted by the National Assembly in 2013 is utilized. Theactual condition of the police-related emergency reporting service is examined in 3 aspects- the number of reported cases by reporting type, the number of police response, and theaverage arrival time. The principal analysis results of the actual condition revealed that 112 emergency reportingis increasing and 122 emergency reporting oscillates between increases and decreases in thetotal number of reported cases, the number of non-emergency reporting is increasing in both112 and 122 reported cases, the number of prank call is high in 122 reported cases, therate of other agency transmit(122→112) is higher than 12% in 122 reported cases, and thenumber of police response and the average arrival time are decreasing in 112 reported cases. To improve the police-related emergency reporting, based on the above actual condition,the followings are required: to operate dualistic police-related response; to publicize apolice-related reporting service; to take stern measures against false report; to makecontinuous improvement of the police-related emergency reporting system.

본 연구는 경찰의 112 신고와 해양경찰의 122 신고를 중심으로 경찰 관련 긴급신고의실태를 분석하고, 이 를 기초로 경찰 관련 긴급신고에 대한 개선방안을 모색해 보고자 하는데 그 목적이 있다. 이러한 목적을 달성하기 위하여 2013년 국정감사요구자료의 경찰 관련 긴급신고 통계자료 중심으로 신고 유형별 접수 현황, 출동 현황, 5분내 현장도착률 및 평균도착시간 등의측면에서 실태를 분석하였다. 경찰 관련 긴급신고 실태분석의 주요한 결과를 살펴보면, 첫째, 경찰 관련 신고 전체접수 건수에서 경찰 의 112 신고는 증가하는 경향을, 해양경찰 122 신고는 증감을 반복하는경향을 나타냈으며, 둘째, 접수 건 수 중 비출동신고, 민원, 안내 등 비긴급신고의 접수 건수가 증가하는 것으로 나타났으며, 셋째, 해양경찰 의 122 신고에 있어 장난신고의 비율이 높았으며, 타기관 이첩(122→112)의 비율도 적지 않은 것으로 나 타났으며, 넷째, 경찰의 112신고와 관련해서 신고 접수 후 출동 건수와 평균 도착 시간이 감소하는 것으로 나타났다. 이러한 연구결과를 바탕으로 경찰 관련 긴급신고를 개선해 나가기 위해서는 경찰 관련신고를 이원적으로 운용하는 것, 허위․거짓 경찰 관련 긴급신고에 대한 홍보와 엄중한 대응, 그리고 경찰 관련 긴급 신고 시스 템을 지속적으로 개선하는 것이 요구된다.
