There is a call for the shift of policy to prevent the re-offending because the recidivism rate of released prisoners has been still stalled in spite of the various governmental efforts such as the invention of the correctional program, the reinforcement of the electronic monitoring system and so forth. In particular, the importance of preventing released prisoners’ re-offending and community based rehabilitation for the sound reentry on society is increasing as time goes on. For instance, in the United States(US), while the US Bureau of Prisons manages the overall rehabilitation service for the released prisoners, the Residential Reentry Center supports the employment conducted via the contract with private sector. In Canada, the Correctional Service of Canada organizes the integrated management system in order to prevent the re-offending of released prisoners. Moreover, the non- governmental organizations in Canada including COSA and John Howard Society support the successful reentry of released prisoners. The Offender of Manager in Britain sets up and operates the treatment plan on the released prisoners, which is covering their life in the correctional institution and after the release from prison. In Korea, lastly, the Korea Rehabilitation Agency implements various services on the released prisoners such as housing assistance and job placement as a part of the aftercare servicing policy. However, due to the insufficient expertise and systemicity of organizations and the excessive emphasis on material support unlike other countries, there is a lack of the comprehensive aid for the successful reentry of them on society. Therefore, this article will propose the psycho-social rehabilitation model to seek development of the community based rehabilitation on the released prisoners. According to this model, firstly, it is necessary for the individual customized service based on various characteristics and needs of the released prisoners not for the policy from the view of service provider. Secondly, the ideology and philosophy of rehabilitation should be substantially reflected on the service via the expansion of professionals regarding the rehabilitation. Thirdly, for the effective vocational rehabilitation, the service should be improved by using policies of overseas advanced countries.

교정프로그램의 개발과 전자감독의 강화 등 정부의 다양한 노력에도 불구하고 출소자의 재범률은 여전히 답보상 태에 머물고 있어 재범방지를 위한 정책의 전환이 요구되고 있다. 특히 출소자 재범방지와 건전한 사회복귀를 위 한 지역사회 재활서비스의 중요성은 날로 증대되고 있다. 미국에서는 연방교정국에서 출소자 재활서비스 전반을 관리하는 한편 민간부문과의 계약을 통해 운영되는 주거형 사회복귀센터에서 취업지원이 이루어지고 있다. 캐나 다에서도 연방교정청에서 출소자 재범방지를 위한 통합관리체계를 구축하고 있으며, COSA와 John Howard Society등의 민간단체에서 출소자의 성공적인 사회복귀를 지원하고 있다. 한편 영국에서는 범죄자관리자가 교정 시설에서부터 출소 이후까지의 출소자 처우계획을 수립하고 있으며, 민간단체와의 협력을 통해 다양한 프로그램 을 실시하고 있다. 반면 국내에서는 갱생보호제도 아래 한국법무보호복지공단에서 출소자 주거제공, 취업알선등 의 서비스를 실시하고 있지만 외국과는 달리 조직의 전문성과 체계성이 여전히 미흡한 실정이고, 주로 물질적 원 조에 치중하고 있어 지역사회와의 재통합을 위한 종합적인 지원이 부족하다. 이에 본 연구에서는 정신사회재활모델을 적용함으로써 출소자 지역사회 재활서비스의 발전을 모색해보았다. 첫째 , 서비스 제공자 관점의 정책이 아니라 출소자 개개인의 특성과 욕구를 반영한 맞춤형 서비스를 제공하여야 한다. 둘째, 재활 관련 전문인력을 확충하여 재활의 이념과 철학이 서비스에 실질적으로 반영되어야 한다. 셋째, 출소자 들의 효과적인 직업 재활을 위하여 해외 선진국들의 제도를 활용하여 서비스를 개선하여야 한다.
