This study shows the problems of building the community-cooperativepolicing through combinational crime prevention betweenpolice and students and proposes the effective ways through theinterviews of students, police officers and experts. We divided our problems into the partnership-forming andchanges of organization by focusing the theoretical background oncommunity-cooperative policing. Therefore, we propose more effective ways to build the community-cooperative policing. First, taking meetings and transactions between police and studentsby holding the joint conferences and seminars about crimeprevention and organizing the special department to perform theprofessional and systematical task. Second, acception thefield-training as a formal subject and adding points for studentshaving jointed the field-training to lead students’ active participation. Third, development of the various programs, budget maintainingfor them and insurance for students taking the danger ofpolicing affairs into consideration. Finally, problem-oriented policing as a community-cooperativeoperating system should be performed not through leading by police but through active participation of students and residents. After action review system should be also considered, not onetime field-training, to build the continuous and effective ways ofcommunity-cooperative policing.

본 연구는 현장에서 경·학 합동방범활동을 하고 있는 학생과 경찰관 그리고 전문가의 심층면접을 통하여 경· 학 합동방범활동을 통한 지역사회 협력치안 체제를 구축하기 위한 문제점을 알아보고 이에 대한 효과적인 구 축방안에 대하여 살펴보았다. 지역사회경찰활동에 대한 협력치안의 이론적 배경을 중심으로 경·학 합동방범활동을 통한 지역사회 협력치안 체제를 구축하기 위해 생각 할 문제로 파트너쉽 형성과 조직의 변화로 크게 나누어 알아보았다. 경찰과 학생 간의 파트너쉽 형성에 있어서의 문제로는 첫째, 학생들 간의 적극적인 참여와 의지가 부족했고, 둘째, 경찰에 대한 형식적이고 권위주의적 업무 치중의 이미지, 셋째, 현장실습 후 학생들의 의견 방영 미실시 등이 경·학 합동방범활동을 통한 지역사회 협력치안 체제를 구축하기 위한 파트너쉽 형성에 부정적인 영향을 미치는 문 제점으로 나타났다. 따라서 이러한 문제점을 해결하고 보다 더 효과적인 협력체제의 구축방안을 위해우선 치안정책 간담회와 공 동학술세미나 등을 개최하여 경·학 간의 정기적인 미팅과 지속적인 교류를 실시하고 이를 담당할 수 있는 전 담부서를 신설, 운영하여 전문적이고 체계적인 역할을 수행 할 수 있게 해야 한다. 또한 다음으로는 지금의 현 장실습을 정규과목으로 편성하고 이를 이수할 경우 경찰시험 면접 시 가산점을 인정해주는 등의 제도를 실시 하여 학생들의 적극적인 참여를 유도하는 협력치안 체계를 활성화 하여야 한다. 마지막으로 경찰기관의 주도하에 이루어지는 것이 아닌 학생과 시민의 능동적인참여와 함께 시도의 지방자치 단체의 공동적인 운영체제로써의 문제지향적 경찰활동이이루어져야 한다.
