This study is a study done exploring policy to learn about human rights and support for third-country birth unprotected North Korean refugees youth through the snowball sampling method (snowballing sample) in June-July 2014 were surveyed for 10 people to the experts. Definitions problem of refugees unprotected youth, the most serious problem, the support of education, policy and services, a serious situation of refugees unprotected youth, status, desire, practice, investigate the future needs such support policies. North Korean youth are experiencing unprotected language adaptation, citizenship issues, including family problems, including instability of identity confusion. To solve this problem, unprotected youth refugees' determination to prove mitigation standards, defectors Protection and Settlement Support Act amendments relating to, and should be improved, such as the problem of inefficient support mitigation policies. This study will have significance in a third country of birth unprotected refugees studies in terms of human rights and youth navigate the social integration issues as a member of society to live together in a future South Korean society by the opinions of experts on the support.

본 연구는 제3국 출생 비보호 탈북청소년의 인권 지원방안에 대해 알아보고 정책적 대안을 모색해 본 연구이다. 이를 위해 눈덩이표집 방법(snowballing sample)으로 2014년 6월부터 7월까지 이 분야 전문가 10명을 대상으로 조사하였다. 비보호 탈북청소년의 용어 정의 문제, 가장 심각한 문제, 교육지원 정책 및 서비스, 비보호 탈북청소년의 심각한 상황, 실태, 욕구, 사례, 향후 필요한 지원 정책 등을 알아보았다. 비보호 탈북청소년은 정체성 혼란을 비롯한 언어적응, 국적취득 문제, 가정의 불안정성 문제 등을 겪고 있다. 이러한 문제를 해결하기 위해서는‘비보호 탈북청소년’의 판정 증명 기준 완화, 북한이탈주민 보호 및 정착지원에 관한 법률 개정, 그리고 비효율 지원정책의 문제점 완화 등이 개선 되어야 할 것이다. 본 연구는 제3국 출생 비보호 탈북청소년의 인권 및 지원에 관한 전문가들의 의견을 수렴함으로써 향후 남한사회에서 함께 살아갈 사회구성원으로서 사회통합 문제를 탐색한 측면에서 연구의 의의가 있을 것이다. 그러나 연구방법 및 연구참여자 선정에 있어서의 동질성 및 이질성 구성 및 다각검증법 등은 본 연구의 한계이자 후속연구의 과제로 남겨둔다.
