The purpose of this study are to classifies views on the current USA educational reform, No Child Left Behind, to identify factors, to find problems, and to suggest directions to increase accomplishment of educational quality in Korea. Data are mainly collected by review of literature and official documents of government office of education in USA. This study shows that although NCLB educational reform has technical limitations and ethical issues in terms of high-stakes accountability systems, it has possibilities in terms of educational accountability on learning outcomes. To implement successfully, this study proposes, first of all, that more autonomy and accountability in state and local government level should be given to improve educational quality of lower SES students. Secondly, Evidence-based approach(EBA) and scientific law-making process is very important to collect data according to performance indicators and to support the implementation of the policies in the level of central or local government. Finally, the programs should be categorized systematically to collaborate each other and the performance results should be open to the public to encourage school members’ internal accountability.

본 연구의 목적은 지난 10여년간 우리나라의 학교교육의 책무성 제고 정책의 주요 정책적 기반을 제공했던 미국 NCLB 법률의 내용과 실제를 살펴보고, 향후 우리나라 학업성취도 평가에 기반한 교육책무성 성과관리의 발전 방안을 논하는데 있다. 이를 위해 본 연구에서는 크게 세 가지 측면으로 구분하여 NCLB의 현황을 분석하였다. 첫 째, 연방정부 NCLB법의 주요 내용을 분석하였다. 둘째, 지난 10년간 NCLB의 주요 성 과 및 과제를 분석하였다. 셋째, 학업성취도에 기반한 NCLB의 성과관리 방법 및 절차, 문제점과 개선 사항을 분석하여 그 시사점을 도출하였다. 주요 분석결과에 따른 시사 점은 다음과 같다. 첫째, 자율과 책무로서 NCLB의 입안과 이행이 연방정부 일방에 의해 주도되는 것이 아니라 연방정부-주정부-지역교육구 간에 쌍방적이고 합의적인 과정을 통해 협력적으 로 수행되고 있다. 둘째, 증거와 평가에 기초한 접근방식(Evidence-based approach; EBA) 및 ‘과학적’ 입법으로 측정 가능한 성과지표를 사용하고 종합적인 교육실태 분석과 관련해서 입법 이 이루어지는 경향이 강하다. 셋째, Title 분류를 통한 체계적인 통합관리로 목표체계간의 실질적인 연계와 활용성 이 높고 평가결과는 학부모와 학생들에게 학교 간 비교가 가능한 형태로 공개되어 실 질적 학교책무성 제고가 가능하다.
