This study aimed to find out the implications for improving our school manpower structure and tasks, comparing with the cases of major countries such as the United States, England, France and Finland. After reviewing the configuration of school manpower structure and tasks of major countries, we found out school manpower was composed of administrative personnel, teaching personnel, non-teaching personnel, and supporting personnel. Administrative personnel were the principal, the vice-principal, and teaching personnel were the general subject teacher, the classroom teacher and career counseling teacher. Non-teaching personnel were counsellor, librarian, and school nurse, and supporting personnel were administrative assistant, technician, office clerk, secretary and facilities management staff. The study provided us with the following implications: the diversification of school manpower, the clearing concepts of teaching and non-teaching personnel, the well-divided tasks for teaching and non-teaching personnel, the magnification and diversification of the size of non-teaching personnel, the growth of the number of teaching assistants, the employment of highly skilled workers in special areas such as student safety.

본 연구는 미국, 영국, 프랑스, 핀란드 등 주요국의 학교 인력 구조 및 직무 특성을 분석․ 비교하여 우리나라의 학교 인력 구조와 직무 개선에 주는 시사점을 도출하는 데 목적이 있 다. 주요국의 학교 인력 구조와 직무를 탐색한 결과, 각국의 학교 인력은 크게 관리직 인력, 교수직 인력, 비교수직 인력, 그리고 지원직 인력으로 구분되었다. 관리직 인력에는 교장, 교 감이 있고, 교수직 인력에는 주로 일반교사 및 교과교사와 진로교사와 같은 일부 비교과 교 사가 있으며, 비교수직에는 상담, 사서, 보건, 영양, 심리치료사, 의사, 간호사, 사회복지사 등 이 있고, 지원직에는 행정 보조, 기술직, 사무직, 비서, 시설관리요원 등이 있다. 각각의 직무 는 달랐다. 이 연구를 통해 주요국에서는 학교 인력을 점차 다양화 하고 있다는 점, 교수직과 비교수직의 개념과 직무를 명확히 구분하고 있다는 점, 비교수직과 지원직의 인력 유형을 다 양화 하고 있다는 점, 수업보조 인력을 활용하고 있다는 점, 학생안전 등과 같은 특수 분야의 전문 인력을 채용하고 있다는 점 등을 시사점으로 얻었다.
