This paper is to suggest the tasks and basic directions for the relations between North and South Korea by analyzing the characteristics of contacts and dialogues and economic cooperation between Seoul and Pyongyang since the inauguration of Park Keun Hye government up to 2014. The findings of this paper are as follows. First, the characteristics of the relations between North and South Korea in general can be summarized confrontation rather than moderate and downturn of economic cooperation, deepening the North's economic dependence to China. Second, the tasks between North and South Korea can be raised the ease of military tensions and reopening the economic cooperation, restoration of the mutual trust. Third, the basic directions of the relations between North and South Korea can be summarized dialogues with regular basis, all-party supports to the policy toward North in order to solving the South-South conflicts, and escape from the policy that solving the nuclear issue first. With the perspectives of peace in Korean peninsula, Park Keun Hye government should choose the strategic path in order to resolve the strain between Pyongyang and Seoul and move up the future of unified Korea.

본 연구의 목적은 박근혜(朴槿惠) 정부의 출범이후 2014년 현재까지 남북접촉․ 대화, 경제교류․ 협력의 분야를 중심으로 남북관계의 현황과 특징을 분석하여 남북관계의 과제와 기본 방향을 모색하는 데에 두고 있다. 그에 따라 본 연구의 분석결과는 다음과 같이 요약된다. 첫째, 박근혜 정부의 출범이후 2014년 현재까지 남북관계의 현황과 특징에서는 남북접촉․ 대화 분야의 남북관계가 전반적으로 ‘강경국면’과 ‘온건국면’을 오가는 패턴을 반복하면서 전반적으로 ‘화해협력’보다 ‘강경대결’로 진행되고 있다는 점, 남북경제교류․협 력 분야의 남북관계는 금강산관광사업 재개의 불투명과 개성공단사업의 위기 등 ‘남북경협사업’의 침체, 남 북교역의 한계, 북한경제의 중국경제의존도 심화를 보이고 있다는 점을 분석했다. 둘째, 남북관계의 과제로 는 정치적․ 군사적 긴장의 재발문제, 경제교류협력의 제한문제, 남북의 상호신뢰와 민족동질성 회복에 대 한 의식과 인식의 부족문제, 남북관계의 ‘대결구도’에서 ‘협력구도’로의 대전환문제 등이 규명됐다. 셋째, 남 북관계 발전의 기본 방향에서는 남북대화의 정례화․제도화 기초 위에 언제든지 접촉과 대화의 채널을 가동 할 수 있는 방향, 남남갈등 해소를 위한 초당적 대북정책체계의 구축과 대북전쟁억지력의 개발이 수반되는 방향, ‘북핵문제 해결 = 남북관계 개선’의 기본구도에서 벗어나는 방향, 김정은 정권과 북한체제의 불안정성 을 전제하고 북한붕괴, 북한급변사태 등에 매몰되어 오히려 평화통일 기반구축체계를 허물지 않는 방향 등 이 제안되었다. 결론적으로, 본 연구에서는 박근혜 정부의 출범 이후 2014년 현재까지 남북접촉․ 대화, 경 제교류․ 협력의 분야를 중심으로 분석한 남북관계가 ‘화해와 신뢰회복, 교류와 협력’보다 ‘갈등과 불신, 단 절과 대결’로 치달았다고 총평했다. 이를 타개하기 위해 박근혜 정부는 ‘평화’의 관점에서 고착된 남북관계 의 경색국면을 타파하고 통일코리아의 미래를 앞당기는 전략적 선택에 당장 나서야 한다고 결론을 내렸다.
