This research focuses on the female leaders of the Saemaeul (New Village) Movement that led the ‘Saemaeul women’s association’ during the 1970s. Although there are many accounts of the role and importance of the capable and devoted leaders of the Saemaeul Movement, there are not many studies of individual leaders. Therefore this study intends to complement the macro-structural study of the Saemaeul Movement by examining its ‘female leaders’. Furthermore, this research aims to complement the limitations of traditional male-oriented research as a look at the New Village Movement. This study will present historic facts to support the claim that the ‘Saemaeul women’s association’ operated to promote the New Village Movement and that the women were very active leaders. This historical experience of Saemaeul women’s association has had a major impact on women’s social participation in society even today(or until now).

이 연구에서 주목하고자 하는 것은 1970년대 새마을지도자 중에서도 마을부녀회를 이끈 여성 새마을지도자들이다. 유능하고 헌신적인 새마을지도자들의 중요성과 그 역할 에 대한 지적은 많지만 개별 새마을지도자에 관한 연구는 실제로 많지 않다. 따라서 본 연구는 새마을운동을 남녀 동수로 참여했던 여성 새마을지도자 즉 ‘여성’의 입장에서 고 찰함으로써 1970년대 새마을운동 연구의 거시구조적 연구를 보완하고자 한다. 또, 여성 과 새마을부녀회가 새마을운동을 추진하는 기본 동력이었다는 평가에도 불구하고 지금까 지 덜 중요하게 인식되고 그 역할과 평가도 매우 제한적이었던 여성 새마을지도자의 경 험세계를 엿봄으로써 기존 남성중심 새마을운동 연구의 한계를 보완하고자 한다. 그녀들이 어떻게 새마을부녀회의 여성 지도자가 되었을까? 그녀들의 운동 경험과 기 억을 새마을운동의 ‘여성 주체 형성’이라는 맥락에서 살펴보고자 한다. 이러한 질문은 여성 새마을 지도자로서 겪은 경험의 젠더적 의미, 더 나아가 그들의 과거 경험이 현재 기억의 지평에서 어떻게 끊임없이 반추되고 재구성되는지 알게 해 준다. 또 남녀동수의 새마을운동 경험이 지금까지도 새마을부녀회에서 활동하는 여성들에게 미치는 영향이 무 엇인지에 대해서도 알게 할 것이다. 이는 ‘성의 정치’라는 측면에서 보면 남녀동수 참여의 유산과 대면하는 작업이라고 할 수 있다.
