In Korea, budget surplus and net budget surplus of local finance are observed to be greater than those of the national finance. This phenomenon is not desirable in terms of both efficiency and soundness of local finance; and also inducing a problem of providing the wrong fiscal information to fiscal decision-makings. Recognizing the problems, this study tried to find out the driving factors of the net budget surplus of local finance, focusing on the major budget components of both revenue and expenditure, and also tried to find out what kind of differing features of the net budget surplus might be revealed from the perspectives of nation-wide and local governments level. Based on the analyses results, among the revenue components, non-tax revenue turned out to be the major factor affecting the size of the net budget surplus, while local tax turned out to be the least influencing factor. On the analyses of the expenditure side, loans and contribution and capital expenditure components turned out to be the major factors, while non-capital transfers and personnel costs turned out to be the least influencing factors. In addition, this study conducted basic statistical analysis using such variables as revenue settlement, expenditure settlement, surplus, carry-over, subsidy remainders, and also net budget surplus, and obtained meaningful policy results.

정부예산회계에서는 결산 시 세입에서 세출을 뺀 금액을 세계잉여금, 그리고 세계잉여금에서 이월금과 국･도비보조금 집행잔액을 차감한 것을 순세계잉여금이라고 정의한다. 우리나라의 경우 국가재정에 비해 지방재정의 세계잉여금과 순세계잉여금이 상대적으로 과도한 현상이 관측되고 있다. 이는 지방재정 운영의 효율성과 건전성 측면에서 바람직하지 않을 뿐 아니라 재정의사 결정과정에서 잘못된 정보가 제공되는 문제를 유발한다. 이러한 문제점을 인식하면서 본 논문은 지방재정의 순세계잉여금에 초점을 두고 어떤 예산항목(수입･지출항목)이 순세계잉여금의 발생에 주도적인 영향을 미치고 있는지에 대해 분석하는 동시에 순세계잉여금이 전국 및 지방자치단체 수준별로 어떤 특징적 현상을 보이는지에 대해 분석하고 있다. 분석결과 세입부문에서는 세외수입(지방세수입)이 순세계잉여금의 창출에 가장 큰(작은) 영향을 미치는 것으로 나타났다. 세출부문에서는 (1)성질별 지출의 경우 융자 및 출자와 자본지출 항목이 순세계잉여금의 발생을 주도한 반면 경상이전과 인건비의 발생 영향은 상대적으로 작은것으로 분석되었고, (2)기능별 지출의 경우 과학기술, 국토 및 지역개발 분야가 세계잉여금의 창출에 가장 큰 영향을 미친 반면 공공질서 및 안전, 교육, 사회복지 분야는 상대적으로 작은 영향을 미친 것으로 파악되었다. 그리고 본 논문은 세입결산, 세출결산, 잉여금, 이월금, 보조금 집행잔액 변수들을 순세계잉여금과 연계해서 기초통계분석을 시도하였는데, 과정에서 정책적으로 유의미한 분석결과가 도출되었다.
