The loan from IT Technology Development Fund currently supports IT SMEs with long-term, low-interest based on general collateral and technology collateral. Economical and technical outcome of this loan has been derived through analysing performances of beneficiary companies. Because of the characteristics of the these loans to relieve the financial difficulties of IT SMEs, it is expected that the analysis results will differ, depending on the collateral type of loan. However, a quantitative analysis on the differences according to the loan has not been successful. In this aspect, this study looks into how the collateral type affects outcomes of beneficial companies in this program by analyzing statistical quantitative methodologies. By doing so, it will be regarded whether the difference in outcome is significant or not. Results using T-test and ANOVA showed statistically significant differences according to collateral type, meaning technology collateral is more efficient compare to general collateral. From this, the study proposes the need for policies to improve efficiency on funds, for example, adjusting upward loan budget ratio in the IT technology development fund.

정보통신진흥기금 융자사업은 현재 일반담보와 기술담보로 장기저리의 융자지원을 해오고 있으며 매년 융자사업 성과분석을 통해 경제적·기술적 성과를 도출하고 있다. 이렇듯 두 가지 형태의 담보로 지원되고 있는 동 사업은 IT중소기업의 기술개발에 따른 자금난 해소를 목적으로 하는 사업의 특성상 담보형태에 따라 지원 후 기업의 성과가 다소 다르게 나타날 수 있을 것이라 기대하면서도 아직까지 담보유형에 따른 기업의 성과차이를 계량적으로 분석하지는 못해 왔다. 이러한 측면에서 본 연구는 정책자금 융자사업 중 단일사업으로 유일하게 일반담보와 기술담보를 동시에 진행하고 있는 정보통신진흥기금 융자사업을 대상으로 동일사업 내에서 담보유형이 기업의 성과에 어떠한 영향을 미치는가를 계량적으로 분석함으로써 그 성과차이가 통계적으로 유의한가를 살펴보고자 하였다. T-test 및 ANOVA를 이용한 분석의 결과, 기술담보가 일반담보에 비해 상대적으로 높은 성과를 보이면서 담보유형별 차이가 존재함을 보여주었고, 이를 통해 본 연구는 향후 동 사업의 자금배정 등의 정책관련 효율성 제고 방안과 정책적 시사점을 제시하고 있다.
