In 2009, Busan and Fukuoka issued a joint declaration on the formation of cross-border economic region, which is the first time for Korea and Japan in history. Thus, this study aims to analyze this two cities’ industrial structure and subsequently deduct the possibility of regional economic corporation as well as policy implication. Busan and Fukuoka’s industrial structures show great dissimilarity, which implies that exchange between industries will not be promoted actively. In fact, in the joint project stated in Busan-Fukuoka joint declaration, focus is put on the reinforcement of new field’s network rather than on the exploration for collaboration relationship between industries. In other words, the complementary relation of two cities’ center industry, namely wholesale, retail and transport industry, was not taken into consideration. In this sense, instead of continuous growth, the joint project mentioned in the joint declaration can be explained in this way: explore and develop new industries through joint project. This incurred the consequence that formation basis of pan-regional economic region which links South-East economic region and Kyushu economic region based on the Busan-Fukuoka regional economic cooperation cannot be well prepared. Thus, it can be said that issuing joint declaration on regional cooperation with no enough network was the cause of failure. In this context, it requires that network formation needs to be done before implementing the concept of interurban economic cooperation.

본 연구의 목적은 2009년 한·일 양국 처음으로 초국경 광역경제권형성을 위한 공동선언문을 발표한 부산·후쿠오카를 대상으로 양 도시 간 산업구조를 분석하여 지역경제협력의 가능성과 정책적 시사점을 도출하는 것이다. 부산·후쿠오카는 서비스업을 중심으로 하는 경제구조를 가지고 있다. 하지만, 공동선언문에는 양 도시의 중심산업인 도·소매업과 운송업의 보완관계를 고려하지 않고 산업 간 협력관계 모색보다는 새로운 분야에서의 네트워크 강화에 초점 이 맞춰져 있다. 이는 단기보다 장기적 관점에서 지속성장을 위한 새로운 산업을 발굴·발전시키겠다는 것이다. 결과적으로 민간의 참여가 더딘 상태에서 행정주도의 성과지상주의는 지역경제 구조변화에 영향을 미치지 못했다. 요컨대 지역경제 협력을 위한 충분한 네트워크 확보 없이 공동선언문의 발표가 선행되었다는 것이다. 이러한 맥락에서 도시 간 경제협력체 의 구상은 네트워크 형성 및 강화가 우선적으로 진행되어야 할 조건이라고 할 수 있다.
