Growth-oriented urban master plan has been established up to now but it is time to prepare low population growth because our country has reached a plateau after the rapid growth period. Therefore, this study intends to classify type of cities by reflecting change in circumstances such as low birthrate, aging and increase in single household and then, to find out establishment measure of urban master plan and political considerations as per the type. First, as for a growth type, it is all right to set up an urban master plan according to the one suggested in the guidelines for urban master planning but it is required to have planned management on the outskirts of a city to prevent extension and thoughtless development. Second, as for a low growth and stagnant type, it is most important to set up planned population through forecast of natural increase and social increase and then, it is required to establish a landuse plan. In addition, it is required to have city management through growth control to prevent thoughtless development and to do planned administration. Third, as for a decreasing type, it is required to have a compact type urban plan and to control the area without development through alteration of use district.

20년 후를 목표로 수립하고 있는 도시기본계획의 토지이용계획은 인구저성장시대에 대비하여 다양 한 여건 변화를 반영하여 수립되어질 필요가 있다. 이를 위해 본 연구는 여건 변화를 반영하는 지표 를 선정하여 도시의 유형을 분류하고, 이에 따른 토지이용계획의 개선방안을 제안하였다. 성장형 도시는 기존의 도시기본계획수립지침을 그대로 적용하되, 외연적 확산과 난개발 방지를 위 해 외곽지역에 대한 계획적인 관리가 되어야 한다. 저성장형과 정체형 도시는 자연적 증가분과 사회 적 증가분을 통한 달성가능한 계획인구의 설정이 가장 중요하고, 난개발을 방지하고 계획적인 관리 를 위해 성장관리를 통해 도시관리가 이루어져야 한다. 감소형 도시는 인구가 감소하고 있기 때문에 축소형 도시계획이 필요하고, 개발이 이루어지고 있지 않는 지역에 대해서는 용도지역의 변경을 통 해 관리할 필요가 있다. 보다 현실적인 계획을 위해서는 일괄적으로 적용되고 있는 지침을 다양한 여건을 반영하여 세분화 하여 각각의 유형에 따라 계획을 수립할 수 있도록 지침을 개정할 필요가 있다고 할 수 있다.
