Due to the government's industrialization policy, there was a shift in the population away from rural areas towards urban centers and the rural areas became comparatively impoverished. As a result, existing rural churches became smaller or was closed down and instances of new churches being established almost non-existent. Those who remained in the rural area are aging rapidly and are having a difficult life of caring for their land. Although churches need to be established in the rural areas in the spirit of God's love, which cares more for one lost sheep than a thousand in the fold, in order to administer to the spiritual salvation of the rural population, the impossibility of financial independence is forcing people to neglect this need. Where there is people, there should be churches. However, the mistake of deciding the location of church planting on management and business logic is being repeated. The researcher, having considered this situation to be unreasonable for sometime, established a church in the village of Ha-Won Li in accordance to the will of God three years ago and has been ministering to this congregation ever since. This study, based on my experience of church planting and ministry, therefore, is written with the focus on the need for church planting in rural area with sparse elderly population and the means of implementation. The church established by this researcher is located in Ha-Won Li, Seo Myun, Uljin Kun, Kyungsang Buk Do. Situated in the northernmost part of Kyungsang Buk Do, along the shoreline of the East Sea, this village has 43 households, comprised of about 80 people, whose average age is 79 years old. The villagers typically own small plots of farm land on which they practice farming as their principal means of livelihood. It is a poor village with average income of only 5 million won per household. There are three reasons why we should build a church in this village. First, building a church in the rural area, where financial independence is difficult, is an act of fulfilling our mutual responsibility to evangelize the rural area, an aspect that have been neglected by the urban mega-churches. Second, it is for the purpose of serving the poor, sick and the alienated. Third, it to save the local residents and leading them to serve God. With these justifications, this researcher carried out the following tasks during the preparatory stage of church building. First, much time was spent on prayers to confirm my calling to build the church and to strengthen this conviction. Once the decision was made to build the church, I gathered to me supporters in prayers and, through various means of prayers, strengthened my spiritual base. Next, in oder to cultivate favor among the local residents towards building a church in the village, I performed various useful and beneficial acts for the village. In the final stage, this researcher sought out those who were especially lonely, sick or isolated among the villagers in order to console, treat and befriend them. By this means, a few were saved by the grace of God and together we were able to offer worship service to God. When more people accept God as their savior, a church will be built to serve God and to serve the villagers. God has erected His church.

정부의 산업화 정책으로 농촌의 인구가 도시로 집중되면서 농촌은 상대적으로 피 폐해졌다. 농촌에 있던 교회들도 규모가 작아지거나 없어졌고 새로 교회를 세우는 일 은 찾아보기 어렵다. 도시로 나가지 못하고 남아 있는 사람들은 노인이 되어 토지를 지키며 힘든 나날을 보낸다. 한 영혼을 천하보다 귀하게 여기시는 하나님의 마음으로 농촌 사람들을 구원하기 위해 교회가 세워져야 하지만 재정적인 자립이 불가능하다는 이유로 아무도 거들떠보지도 않는다. 사람이 있는 곳에 교회가 있어야 하지만 언제부 터 교회는 경영과 상업의 논리로 교회 개척지를 결정하는 오류를 반복하고 있다. 연 구자는 이런 현실을 불합리하다고 생각해 오던 중 하원리라는 마을에 교회 개척하기 를 원하시는 하나님의 뜻이 있어 3년 전에 교회를 개척하고 지금까지 사역해 오고 있 다. 이 논문은 연구자가 직접 교회 개척자가 되어 실천해 온 것을 소수의 노령인구 거주 농촌지역에 교회를 개척해야 할 필요성과 방안이라는 면에 초점을 맞추어 작성 한 것이다. 연구자가 교회를 개척한 마을은 경상북도 울진군 서면 하원리이다. 동해안을 끼고 경상북도 최북단에 위치한 농촌 마을로서 전체 43가구에 약 80여 명의 주민이 살고 있으며 평균 연령은 69세이다. 이들은 소규모의 토지를 가지고 농사를 주업으로 하며 연 소득은 가구당 평균 500만원 정도 되는 빈촌이다. 연구자는 이 마을에 교회가 서야 하는 이유를 세 가지로 본다. 첫째, 경제적인 자 립이 어려운 농촌에 교회를 개척하는 일은 그동안 도시의 대형교회들이 방치해온 농 촌지역 복음화의 공동의무를 이행하는 것이다. 둘째, 가난하고 병들고 소외된 이들을 섬기기 위해서이다. 셋째, 지역 주민들을 구원하여 하나님을 섬기게 하기 위함이다. 이런 당위성을 가지고 연구자는 교회를 개척하는 준비단계로서 다음과 같은 과제들을 수행하였다. 먼저, 개척자가 교회 개척의 소명을 확인하고 그것을 공고히 하기 위해 많은 시간 동안 기도를 하였고, 교회 개척이 마음으로 확정된 이후에는 기도의 후원 자를 모아 다양한 방법으로 기도를 함으로써 영적인 방어진을 견고하게 하였다. 다음 으로 마을 주민들에게 교회가 그 마을에 들어오는 것이 나쁘지 않다는 인상을 심어주 기 위해 다양한 방법으로 마을에 유익한 일들을 하였다. 마지막 단계에서 개척자는 주민들 중에 특히 외롭거나 병들거나 외톨이가 된 사람들을 찾아다니며 위로하고 치 료하고 친구가 되어 주었다. 이를 통해 하나님께서 몇 사람을 구원하셔서 그들과 함 께 예배를 드리도록 하셨다. 앞으로 더 많은 사람이 구원받으면 예배당을 짓고 하나 님을 섬기며 마을 주민들을 섬기게 될 것이다. 주님께서 당신의 교회를 세우셨다.
