It was important to incubate Saemaul spirits, to learn the new technique for incomeincrease, and to train Saemaul leaders in order to successfully carry out the Saemaulprogram in 1970. Korean government intensively carried out education and training program to buildup Saemaul spirit of diligence, self-help, and cooperation and to spread out new agricultural skills. It needs to enforce the Saemaul education for empowerment of rural people and tobe successfully settled in the current ODA Saemaul projects which have been carryingout in the developing countries. This study suggests that it needs to prepare the customized learning program basedon trial subject of Saemaul Undong to enhance the effects of the invitation trainingprograms. That is to say, it needs to distinguish subject of development, local and invitationtraining program, and to compose the trainee and curriculum depends on it. Especially, mind-set and empowerment of the local people as a subject of developmentshould precede through the local education and training program. Also the results of this study indicate that it needs to provide the basicinfrastructures for the local education such as the training facilities and trainers. This study suggests that the education assistant plan for the developing countriesshould be prepared by systemizing the domestic Saemaul expert training program andthen dispatching them to cooperative nations to share the knowledge of SaemaulUndong.

1970년대 한국의 새마을운동의 성공적 추진을 위해서는 새마을정신의 계발, 소득증대를 위한 농업기술 습득, 새마을사업을 추진해 갈 새마을지도자의 발굴과 그들의 지도력를 배양하는 일 이 중요했다. 따라서 정부는 근면, 자조, 협동의 새마을정신을 함양하고농업기술을 확산하며 지도력 배양을 위한 새마을교육을 집중적으로 실시하였다. 현재 시행되고 있는 새마을운동 ODA 사업의 성공적인 정착을 위해서도 개도국 인적 역량강화를 위한 새마을교육의 시행이 필 요하다. 새마을운동 ODA 사업이 본격화됨에 따라 현재 초청연수 중심의 새마을교육이 향후실질적 효 과를 제고하기 위해서는 개도국 새마을운동 주체의 차별화된 교육지원 체제를마련하여야 한다 . 즉 교육의 대상에 따른 교육의 내용을 구성하고 또한 교육의 방법도현지교육과 초청연수로 구분하여 시행하여야 한다. 특히 현지교육 기회를 확대하여 개발의 주체인 주민의 의식전환 및 역량강화가 선행되어야 할 것이다. 현지교육 기반제공을 위해서는 교육시설의 마련과 교수요원 양성이 필요하며, 한국은 국내 새마을전문 인력양성을 체계화하여 지식 공유를 위한 전문가 파견등 협력국 지원방안을 마련하여야 할 것이다.
