The purpose of this study was to find its problems and improvement solutions in the field of elementary physical education consulting supervision. This was completed by examining the situation and context by learning from critical theory. For this purpose, the researchers of the study selected five consultants who had rich consulting supervision experience and three clients. They had shown their intention to participate in this research among the support group for elementary physical education consulting supervision of the S City Education Office as of 2014. For collecting research data, we conducted an in-depth interview with each of the eight participants about the problems of elementary physical education consulting supervision. Research results were deducted by categorizing collected data into more meaningful topics through inductive category analysis. As a result, the problems of elementary physical education consulting supervision were identified as being performed more for consultants than clients, clients lacking self-motivation and consultants lacking professionalism, the absence of consultant selection, management and training, and the lack of understanding and publicity. To improve these problems, consultants should be selected by a strict process and granted with more incentives; clients should be granted incentives for self-motivation; training, management, and supporting system should be established; and awareness of consulting supervision should be elevated.

본 연구의 목적은 초등체육 분야의 컨설팅장학이 이루어지는 상황과 맥락을 비판이론의 관점을 통해 알아봄으로써 초등체육 컨설팅장학의 문제점과 개선방안을 탐색해보는데 있다. 이를 위해 2014년 현재 S시 교육청 초등체육 컨설팅장학지원단 중 컨설팅장학 경험이 풍부하고, 본 연구에 참여의지를 피력한 컨설턴트 5명과 의뢰인 3명을 선정하였다. 자료수집은 총 8명의 연구 참여자들을 대상으로 초등체육 컨설팅장학의 문제점에 대한 주제로 심층면담을 통해 이루어졌다. 수집된 자료는 귀납적 범주 분석을 통해 의미 있는 주제를 중심으로 범주화를 시도하여 연구결과를 도출하였다. 연구결과 초등체육 컨설팅장학의 문제점은 의뢰인 보다 컨설턴트를 위한 장학, 자발성 없는 의뢰인, 전문성 부족한 컨설턴트, 컨설팅장학에 대한 인식과 홍보 부족으로 나타났다. 이를 개선하기 위한 방안으로는 엄격한 컨설턴트 선발과 보상, 의뢰인의 자발적 참여를 위한 인센티브 제공, 컨설턴트 양성, 관리 및 지원 시스템 확립, 컨설팅장학에 대한 인식 제고가 필요한 것으로 나타났다.
